A democratic alternative to the problems of the Toledo District of Belize, is that they form a District Government of ELECTED seven commissioners. With the district of Toledo being divided into seven equal sized geographical parts, so that no community with more than 150 voters is split between two geographical parts, for the purposes of electing a District Commission member to govern the Toledo District of Belize.

To prevent the tyranny of town, or population centered communities in the Toledo District government; that any town, or community with more than 150 voters must be in one geographical area and cannot be divided as a community, so that a portion of that town, or community lies in another of the geographical divisions, for electing any district commissioner.
