This article examines the way that developing societies have been increasingly incorporated into global networks, and the effect that this has had on the states themselves. The notion of a shadow state is used here to inform the ways that the state has been modified by the global networks represented by ecotourism development on the one hand and drug trafficking (and associated offshore banking sectors) on the other. Belize provides an excellent example of the way that these NorthńSouth linkages, in the form of global networks, undermine the ability of states to enforce regulations in offshore banking, drug trafficking and environmental protection that are demanded of the South by the North.

8 new parks for San Pedro- San Pedro is about to enjoy a full dose of new and renovated parks for the enjoyment of all.

Marco Gonzales Park will get a suspended bridge to cross visitors from the lake at the west to the site. There will be resting areas with palapas, garbage cans, and signs.

Mar De Tumbo Park will be much renovated from nothing to parking area, five palapas, barbecue facilities, trash bins and lighting.

Esmeralda Park (by the library) will boast several palapas, trash bins, barbecue facilities, lighting, a study area for elementary school children, and a permanent area for craft vendors.

Central Park will carry a giant size palapa with permanent counters, storage for ice and lots of landscaping. It will also boast good garbage bins, beach volleyball court, smaller round palapas, a jungle gym, a bell structure as was 25 years ago, more games, 2 dressing rooms for shows, 3 bathrooms, and covering over stage. The basketball court will be removed and re-located.

Boca Del Rio Park is now completely filled with sand and it will have new sea games, barbecue pits, a basketball concrete court, beach volleyball sand court, bleachers for sports, jungle gym and several palapas and at least one-bathroom. Proper lighting will make the complements to this park.

Paradise Park (new on lot in front of the cemetery) this park will have a brand new basketball concrete court to be combined for volleyball and tennis by seasons, lots of bleachers and good lighting. This park may serve for shows, pageants, etc., as it will be permanently enclosed with fence and a movable stage at hand.

Mangrove Park in the San Juan area will be a natural park where proper lighting and maintenance will be available.

San Pedrito Park will carry a jungle gym with games, lots of sand fill and good lighting. If more land is available, a sports court will be constructed.

Hon. Patty Arceo is happy and enthusiastic with this project which mill bring much happiness, relaxation and entertainment to the people of San Pedro. Some of these will be completed before the year is out and others will continue during the year 2000 as part of our new millenium accomplishments.

San Pedro made history on Tuesday, August 17th, 1999 when the first radio station on the island hit the airwaves. Mr. Eiden Salazar Jr. is the person responsible for giving San Pedro the prestige of having its first radio station, known as Radio Arecife or Reef Radio. This new enterprise transmits at 92.3 on your FM dial to several locations in the country. Radio Arecife operates daily from 6:00 am to midnight. The response from the public has been trememdous.

Wings of Hope, the non-profit air ambulance service, is again alive and well but moving to Belize City. Effective August 1999, Wings of Hope will be leaving San Pedro, but this time, it is only to relocate to Belize City, Pilot Elis Olsson explained. He, his wife Dudley (and daughters Lanier, 6 and Maja, 3) came to San Pedro on June 22, 1998 to take over as Field Directors for the Belize operation of Wings of Hope. Wings of Hope has operated with volunteer pilots in Belize since 1982. They operate through financial support from the Ministry of Health and private donations. The move will make the aircraft more centrally located to better serve the people of Belize. Wings of Hope can be contacted at 226-2097.

Celebrating 150 years of beautiful San Pedro- This year the San Pedro 150th Celebration Committee has made great efforts to push the San Pedro Day celebrations. Events leading to the 29th started at the beginning of this month. Click here for more information.

Lobster season opens- June 15th marked the opening of the 1998 lobster season. The Caribena Producers reported that 3,716 pounds of lobster have been delivered to the Co-op in the first two days - June 15th (2759 lbs.), June 16 (957 lbs.). The Co-op states that this is a decrease in the number of lobsters compared to last year. From June 15th to the 23rd of 1997 the Co-op reported that they had delivered over 9,000 pounds of lobsters to the National Co-op in Belize City.

BTB Contributes to Ambergris Museum- The Belize Tourist Board recently donated $5000 to the Friends of Ambergris Museum and Cultural Center. The monies donated were to support and promote the works of the center in its mission to preserve and celebrate the heritage of Ambergris Caye. Click here to see the Ambergris Museum website.

As Mr. Kevin Gonzalez, Director of Tourism comments, "The Belize Tourist Board supports the initiatives of the Ambergris community in developing this museum and center because it compliments the destination's tourism product and will allow for quick access of information on the country and Ambergris in particular to visitors there. More importantly, It will allow the local community an opportunity to learn more about their history and culture and in so doing, it will provide for its preservation."

The tourism industry is of vital importance to Belize's economy and the Belize Tourist Board is committed to increasing the public's awareness of this vibrant and exciting industry.

Lions Roar
World Lions Service Day success

October 8, is designated throughout the world as World Lions Service Day. On that day all clubs are asked to renew their commitment to Lionism by undertaking some community project.

Our club in San Pedro undertook the honourable task of building one complete classroom for the R.C. School. On Sunday from 8 a.m. to 5 p.m., the hammers and saws were busy at the R.C. School. From posts. to sill, to floor joists, to flooring. to studs, to wall siding - the job went on encouraged and energized by some soft drinks and chicken tacos provided by the lady auxiliaries. At the end of the day the job can be said to be 80% com names and acknowledgements will be made next week after the project is completed.

Amigos del Mar assists Lions - Changa and Melanie Paz of Amigos del Mar Dive Shop have donated 6 regulators to the San Pedro Lions Club. These regulators will be used to provide power for dental equipment when volunteer dentists come to Belize. The next group will be providing dentistry in San Pedro October 27, 28, 29 and 30. They will be providing dental services at the Lions Den, the High School and the RC Elementary School.

Incredible new exploration of the Great Blue Hole. The Cambrian Foundation successfully completed a study of the Blue Hole and its cave systems with high resolution video and the latest diving equipment. An unknown cave system called the Abyss by local fishermen was explored to a new Belizean underwater cave depth record of 485 FSW.

Islanders affected by flu, measles and dengue-like symptoms- Many San Pedro children and adults have been suffering from the current outbreak of German measles, a miserable flu and what some say to be Dengue fever.

Unfortunately all three illnesses share some of the same symptoms high fever, headache, aching of the joints, pain in the eyes, exhaustion and a rurmy nose. Dengue fever carries these symptoms except for runny nose. The Public Health Clinic in San Pedro has been actively speaking to school children and is conducting a public awareness campaign with regard to eliminating standing water which the Aedes Egypti mosquito uses to lay eggs. Nurse Kelly of the Health Center has also been immunizing students against measles, mumps and rubella.

Dengue fever symptoms appear four to ten days after the bite of a mosquito. The illness is in two stages. After the third or fourth day the fever (sometimes as high as 106 degrees) goes away and the patient seems to recover; however, within a few days the temperature rises again and the pain returns. To date there have been cases of dengue "clinically" diagnosed. however, none have been confirmed through laboratory tests. There is no known cure for Dengue, however the disease is seldom fatal. All persons, especially infants and children with symptoms should see a doctor.

The spread of Dengue is prevented by destroying the mosquitos and eliminating the breeding grounds.

Measles,Mumps and Rubella campaign continues...

San Pedro Health Center personnel, over the last few months, have been vaccinating females from 10 to 35 years old in San Pedro to fight the spread and infection of measles, mumps and rubella.

On Friday, September 5th, Nurse Kelly visited the San Pedro High school and administered MMR vaccines to females students from first form to fourth form. On Friday, September l9th, she visited the San Pedro R.C. school to vaccinate females 10 years and older. After, Nurse Kelly plans to visit the other primary schools on the island. "It is important," she said, "that all females from age 10 to 35 be vaccinated against measles, mumps and rubella. Each vaccine is 1/2 cc of the actual virus that is injected into the person. About two weeks later the person may suffer from fever, soar throat, swollen Iymph nodes and a rash. This reaction to the vaccine will last about 3 days."

Nurse Kelly would like to remind parents that they should also bring their children, boys and girls, from 1 to 5 years old to be vaccinated. The Health Center's opening hours are from 8 a.m. to 11 a.m. and I p.m. and 4 p.m. from Monday to Friday. Tuesday mornings it's prenatal care and in the afternoon pap smears are conducted. On Wednesdays it's new born clinic day and regular child health immunization. Remember, it's in your own best interest to make use ofthe facilities provided for you by the San Pedro Health Center.
