can't tell what kind from this angle?

"Not native and not too healthy either judging by the state of his vent. Poor chap. Probably will survive in the 'wild' though. This should be traceble through BAHA od FD - permits from both would have been issued for import (of course it could always have flown across from Mexico!) Hard to say from this shot, but possibly a ring-neck parakeet?"
