You are absolutely right about the strobes. Remember, light only travels 5' underwater. I know you've seen pictures of underwater photographers with what seems like silly long arms on their strobes - and always two. It is important to have the strobes not light up the water between your subject and your lens. No matter how clear the water looks there is always 'stuff' in it. When your strobe lights up the water column that you shoot through all that 'stuff' will reflect back and show up as what is called backscatter.
YES - if you thought SCUBA was expensive you learned what real expensive is when you started buying underwater photo stuff. It never ends! I suggest anyone interested in anything more than snap shots join an underwater photo club. You will meet the nicest people who usually are more than willing to share their knowledge. There are Underwater Photographic Societies all over. My club is
