The good thing about the levittown projects on tropical islands is that they always fail, and usually culminate in bankruptcy for the developer.
Therefore, the few people who actually build a home there usually end up with a pretty nice place (except for all the trees that got cut down on the vacant lots....)
Of course, most of the people who buy into levittowns usually want the levittown ambience so most of them don't build at all. People who buy into these projects usually don't want the pioneering, no-infrastructure, do-it-yourself life style that you have to be willing to live if you build on a remote island that is not being "developed."
So those of you who have bought into Long Caye, don't worry, you will have a lovely, quiet environment because most of your "neigbors" will never build anything (nor will most of the service businesses that have been promised.) Just be prepared to provide for yourselves.
