Taxes are paid on the high price of DSL required for VoIP, so taxes are levied. As the owner of The Las Vegas Hotel in Corozal (who had his own employee to carry his briefcase) said at the meeting "I don't expect to rent a car and be told how many people I can drive". You pay your money for the DSL and you use it as you see fit, including VoIP.
The other point is that there are many people out there who will always find a way around the blocks so why can't BTL roll with it and introduce their own VoIP and make something rather than nothing. This is Belize, we will even pay more than the going rate because we're used to it!!
