Anyone wonder what happened to the football field? Dane and friends got together $200,000 in land and $100,000 in cash to give to the village years ago.The last of the money is going to be returned soon to the contributors. The problem is that the land is located in the South of the airstip a few hundred feet west of the terminal bldg. Tony Vega Jr. blocks that area of the Caye so the children who live there have grown up walking to school down the airstrip dodging airplanes and will never have power or lights. Fermin arrranged a right of way as the law requires but Mr. Vega wiped that out. The folks who contributed are amazed that one person could block half of the community off without the government doing anything. Sad end to a glorious idea that would have cost the village nothing. These people have said they will no longer give money to Caye Caulker because it is a waste of time.

It is actually writtren law that all roads must join when you divide the property as Vega has done. This is not a fault of democracy-it is simply a crime that no one will address so the people lose to political influence again.

How does this all relate to the properties on the South of the Airstrip? It is my understanding that a land developer originally owned all this land on the South of the airstrip except for the portion belonging to Tony Vega Jr.
Why didn't the developer plan that all his roads meet on his very large plots of land before he subdivided? Instead of now trying to go through someone elses property? Something is wrong with this picture. Looks like greed to me.

Looking at it all from the outside, I see the following:
1. The football field is not a Gift to the people of Caye Caulker. If it were a gift, there would not be any threaths of it being taken back because the VC or GOB has failed to put in a road that will facilitate access and increase the value of the properties belonging to the Grantor of the football field.
Personally, I see this 'deed of gift' more as a bribe. If it were genuinely a gift for the people, what would it matter when it got developed. Even if it were for the next generation.
In the meantime the island folks already have a developed football field. Imagine how much it would COST to build a road to this 'gift of a football field' on the South Point and further still develope it in an area where there is no infrastructure whatsoever. You can develope the existing Football field with much less need of wealth.
2. While it is in my personal interest to have the South Point developed, I don't believe that plunging through someone else's private property is the answer. Almost the entire Sount Point belonged to 'Developers'. The East side was subdivided and sold. The West side is currently being sold. If the developers originally owned most of that area, except for the part belonging to Tony Vega Jr., why didn't they themselves PLAN AHEAD for a road to join all sites. Tony Vega Jr. is already strategically located next to the road, it is not in his personal interest to accommodate the neighbourhood. And why should he? This to me, is the responsibility of the developers of the Sount End, who have everything to gain from it, not anyone elses.

We practise football on a helicopter landing field loaned to us by the Queen.It is half the size of a football field but we do have two ragged goals and now lights. You can't stand on either side of it because the playing area must go from fence to fence to even pretend it is a proper game. In spite of this we have a champion team this year. They have to pay to travel to every game because other teams won't play here unless we have a real field. Few fans come along to support them because of the cost of bringing your family to the main for the night. To make this field happen we have to pay for it all privately, road and all. At time Tony, who is a developer, subdivided his property there were fourteen large property owners at the south. None are professsional developers except Tony. All but one of them of them finally divided their properties for various reasons.(and thus became "developers" though amateur, on that day.)Mostly they never met each other but all of their roads are connected together because the law requires this. Look at the place you live and note that all the roads are connected together. Most people take this for granted but really it was keeping to the law that caused this to happen among strangers across the centuries. Tony was able to get his subdivision permit without meeting the various requirements written in law. His property blocks the only road from north to south and flaunts the law of connecting roads.There is no other way to solve this because of his location. If they set the world right then the owners of land in the affected area should see a value rise. There are over a hundred property owners in the south now. Tony is the largest one.Some want to help kids.Some love football. Some love the value rise. All of them have proven to be a valuable resource for the budget to build the field. The hundred property owners at the South Point are trying to solve this themselves. The only possible way to do that is to bring Tony back in line with the law. Each of the people who supports this has some self interest in mind. The players want to play at home. The fans want to sit in the stands and watch our guys win in real games. Local gov't whole mandate is to make things happen for the people here. South Point owners want their land to rise. People are trying to make this field happen down through the generations. In our generation it is us.

When you get tired of hitting your head against a wall, perhaps you will find time to recognize that there is never only ONE WAY of doing things.
Find another way.
Regarding Tony being the 'largest land owner' in the South Point area:
He may very well be the 'last standing' of the 'big' land owners in the South Point area.....Mostly because he is Local and did not decide to Sub-divide and SELL OUT the land like the rest of you.
You and I know this isn't about a Football Field.
This is about a Road that will automatically bring infrastructure and VALUE to the 'amateur' (non-local) land developers who will make even more Profit from selling out Caye Caulker to foreigners.
Still, my honest-to-goodness answer remains thus:
"Find another way" to bring infrastructure to the 'hundreds' of new land owners who have brought property from you....and to the Scores who have yet to buy the remaining Lots up for sale. It is YOUR responsibility, not Tony's.

Gee, I spent quite a bit of time a couple months ago designing the new Sports Complex site, and I have not heard that it has been entirely written off, but then I live in a warp sometimes. The sports complex as I saw it would have a football Field, basketball court, volleyball court and ball field all built to standardfs acceptable, In the center of all this sits the actuall Complex, which serves as a broadcast booth and a grand stand and underneath the conscession, and changerooms, office space and storage.
Anyways, if all of it has been filed G for garbage then oh well... you know what they say... Oh Well! Allie Ifield

In the U.S. we have a method that is called Eminent Domain. What is basically boils down to is the government takes a property that it needs for the public use and pays the owner of that property a fair value. Perhaps there is something similar in Belize.

I rented a golf cart to explore when I was on the island. I had to cross the airport runway and cut across near a cemetary to go along the beach around to the south end of the island. There were some pretty nice houses down at that end.
So I guess I am curious as to where this road is supposed to be. I didn't see any other way to travel other than along the beach.
So can someone explain where this connecting road is?

He says no.Government Planning didn't worry at first because they knew the road would go in when Mr. Vega subdivided since that is the law. When that didn't work they reluctantly used the eminent domain laws to establish the missing link. A short visit from Vega last week and Minister Briceno reversed himself and left the footballers out in the cold. All goverment land on CC has been divided to give out at election time. The sports complex needs to be built on the land as part of the donation or the same would happen to the field. I asked the donors about the increase in value in land. They thought that would be OK but none had it in the front of their minds. The answers I got were "I want to come home at night to lights at my house" "I want a safe way for my kids to go to school." "I don't live on my land because I wouldn't be able to get to work. I bought it because this is the only cheap land for locals to buy." One guy sells land at no down with big discounts to Belizians but few villagers live there because of Mr. Vega.

Far be it from me to stick my nose into another countries politics but why not show this Briceno the way out with your vote? Wavering on a decision is never good politics, nor is putting the good of the few in front of the good of the many.
Can a road be made along the sea edge? I'm reading between the lines but that perhaps is what the poster above was saying about find another way?
Can an electrical easement be given over this Vega land even if a road easement has been denied?
I just might want to get a small piece of land if it is affordable.

Curiously enough, the layout at the Airstrip is as follows:
North / East side - Nature reserve controlled by BTIA, run and operated by a Naturalized Belizean (aka: Foreigner). She makes her living by giving walks and talks here - on what is supposed to be Belizean owned land. A nature reserve for PROFIT to the foreigner.
South / East side - property belonging to another foreigner (snow bird). Purchased from Keycocker.
North / West side - property owned by yet another foreigner (developer). They are currently sub-dividing and offering land for sale.
South / West side - property owned by Keycocker (foreigner/developer). Not sure if this snowbird is a Naturalized Belizean.
Now think about it - On either side of the Perimeter of the Airstrip, the land is owned by a foreigner. Somewhere in the middle a native (Tony Vega) has a piece of property.
Guess where the foreigner/developer wants the road to be pushed thru?
ANS: THRU THE NATIVE'S LAND
Why do you think he says that there is no other way?
ANS: BECAUSE THE FOREIGNERS ARE NOT STUPID ENOUGH TO ALLOW IT, AND WON'T BUDGE.
Where is the justice in this? Where is the 'love of Belizeans' in this?

Ever notice how hate talk and misinformation are often in the same post? An excess of one often leads to the other. I never had any land on the East side of the island.Those posts are incorrect. Every person who bought a place from me has it in writing that I can not provide a road over anyone else's place. The road that has been there since the turn of the century crosses the airstrip in only one place. This should be no problem since the law requires all roads to connect. Anywhere folks think it would be safest is good with me. If you are a Belizian and not too deep into this anti 'foreigner' racism comedy try me for a discount.I will give you more than 25% off. I would sell entirely to locals if it was possible. Having a road there makes it feasible for locals to work and live away from the village. The local clients who speak to me have made that abundently clear. If you locals step up and buy at a discount that will cause me to get less for my places -not more. This land has belonged to what the racists call "foreigners" since the Queen owned it.(another foreigner) Little by little parts of it are becoming Belizian owned for the first time. I can think of seven offhand.

What the local has been trying to say all along is what Enigma has so kindly elaborated on in a clear and concise manner.
Enigma clearly states that he is from the USA yet I doubt very much that you will find a local thrashing his valid points, 'foreigner' or not. In fact, you will more likely find us applauding him! I know I do!
Why? Because he has reached a level of acceptance of the lifestyle, attitudes and cultural norm of the place he CHOSE to call home.
As far as I am concerned, you are the only one trying to manipulate people into siding with you by using the terms such as 'racism', 'hate' or 'anti-foreign' in your posts.
It is cheap, low and dirty. The good ole method of "Divide and conquer"! Shame on you.

Keycocker seems to be quite reasonable in expecting the government to abide by its own laws. If all roads are supposed to link together then they should.
The only place the road should go is in the middle of the airstrip as a continuation of the road on the other side. Eventually this will have to have a bypass on at least one end, most likely east.
I would think that a court of law would see that the middle road in the village was made to connect to the road in the center of the south part of the island and order Vega to provide an easement.
It is the right thing to do even if it is across a "locals" land. There must be infrastructure brought to this part of the island. The offer of a ball field may be interpreted as a "carrot on a stick" but is a good offer none the less. Everyone will benefit from this, even Vega.

Okay, now I understand about the road not connecting. It sounds like it should as a logical extension of the road on the other side of the airstrip. That's my opinion.
Now for another question. Where is this football field supposed to be placed? I see a nature reserve on the south side that seems to be about where the road should run through. Is this part of the area for the new football field?

In my posts I noted that I am a fan of the Caye Caulker Customs like "who da from here" I have been amused by discussions of this among villagers since the seventies. I am even guilty of encouraging folks to expound their list of "who da from here" (and the many amusing exceptions) Sorry to one and all.

Perhaps I should note that I am a longtime supporter of "whodafromhere" and have a list myself! I always recomended local guys for everything. I try to move around and patronize every new or old local place to boost up villagers if they are "from here" by my system. I do this because I have seen many villagers grow up from kids and I like to see them succeed. They didn't inherit this respect -they earned it themselves.

I say lets go for it. let's build three roads to the south point instead, middle, east and west. maybe you have tons of tax money to give the gob. I certainly don't.
The problem with the thinkers of this island is that they are blinded by tunnel vision. they cannot see things except one way - their way. they are all guilty of the same fever, all our thinkers and leaders.

The only road going the distance to the airstrip at this time is the middle road.
The plans for south of the airstrip are all layed out for a middle road, except for the Vega property.
Why do you object to the shortest run for the road? Would this not cost the least?
Yes, I did say that eventually a bypass would need to be made toward one end or the other of the airstrip, this would link back to the middle road. It would only be a short run, just like Placencia.
Would you prefer that it ran along the beach on the east? What would it connect to?
Just exactly where would you propose the road be built?

i object to the shortest run for the road because it is not the most sensible location for a road. a road down the middle of the airstrip would surely cost less in monetary terms, but a whole truck-load more in terms of (potential) accidents and human lives, maybe even your own. skating a road down an area where an airplane's lift off is a few dozen feet at best is foolhardy and shows a real lack of imagination on the part of whoever is planning this scenario.
the safetest and best way to push a road is either on the east or west side of the island (beach road), where vehicles would be least in the way of incoming and departing airplanes.
whether the south point road is built to meet the other road in the middle of the airstrip should be of no consequence whatsoever at this time. the south point road was planned at a time when there was no airstrip yet. things have changed since then. unbuild that road, and build another one where it is much more logical to do so and much safer for both vehicular, pedestrian and airline traffic.
don't get stuck in the short-sighted tunnel vision you seem to live in, thinker. think, ma mein

I still think the bypass road linking to the middle road is the best. The road is down the middle of the island to the airstrip already. The south part is designed to have a middle road linking all properties. Only one property is in the way, the Vega land. He designed his development after the others and should have taken the road requirements into consideration. The beach land should be preserved.

I don't think it is my place to make decisions. The Belizeans must do that. Folks in my area try to support local ideas even if we wouldn't do things that way on our own. When the airport people and village Council, etc. decided to move the road to the seaside it seemed like a well intentioned project so we began only crossing that way.It was a pain. After a short while it became obvious that only we were doing it. The villagers all used the middle road.I asked two of the pilots about it. They pointed out that the road is not in the middle of the runway. It is a hundred feet east (seawards) of the end of the paved airstrip.They said that the sand is very soft there and if they were low enough to hit us then they were also likely to be in the middle of a plane crash already. We have a very long runway so some pilots get lazy and take off from halfway against company orders and good sense. After a couple of months we saw Village Council and others using this road while we went the long way around. Old habits die hard with most folks. Finally we went back to using the old road with everyone else.

Interesting tidbit at www.udp.org/bz Look in the Letters section, Open letter to the Manager SSB. 3rd paragraph. Seems there was a rather large sum of money loaned on the Belize Odyssey Ltd. Think this might have anything to do with the about face of the minister? Check it out.

From what I can see, Sunset Bay is not a dump compared to how many locals live. If you call that a dump, then most of us on the island are living in a dump and extreme poverty. Go see for your self airstrip road with all the shacks. The streets where the large Joseph family live. The pile of dump and tree stumps that the Village Council trucked to the end of their road since Hurricane Keith two years ago and it still remains today despite repeated pleas to have it cleaned so as not to have the kids open to all the diseases that are borne in these type of places. Area Representative did find it justified to fill in the westside beach in that area (big supporters of Area Rep)with beautiful white dredged sand. The now prime land got promptly claimed by the same family and they even built a cement government house on it (Anglican project which was meant to go to the poor) and they couldn't have done so without the Area Rep's approval. This beautiful white sandy beach sits next to swamp land where many locals still live in their shacks and the dumpsite at the end of the road.
A real fact that people are presented with is how to access their lots particularly on the Southend. This is a real problem that will not go away. And discussing it here in the open is a good sign, not that I believe it will achieve anything as politicians don't listen to the people's concern very well.
Some serious discussions are in order and the problem must be addressed by the government officials and compromise and a solution must be found to the benefit of all parties concerned. I know many locals who have bought land there so it is not just a 'gringo' problem. The Vegas seem unwilling to compromise. The government must then find a solution even if it means building a road parallel to the airstip and along the Vega fenceline. That seems to be a viable solution to me and another fence can be put up to act as a barrier between the airstrip and the road that runs parallel to it. It really doesn't seem like something so mind boggling that you would need Einstein to solve and I am sure the costs could somehow be worked out by the land owners.
The problem is the lack of interest by the politicians or the fact that most of them are so 'wishy washy' that to get one to make a decision is like pulling teeth unless of course you have the $$$$ to bribe and make it worth their while.
Remember the politicians are the same ones that will come and make your life miserable if you trim a mangrove in your yard, but see no problem in cutting down hundreds of them if it is for Patty Arceo's - Puesta del Sol subdivision. So the message is Politicians and those who brownnose them are above the law. Hell, even some gringos brownnose politicians, take the fat one in the big pink golf cart as a prime example.
So why don't we address the real problems facing the island,(no fire station yet, dredging, victimization if you oppose ruling party, much needed infrastructure on north side and current village and the list can go on and on.....) So few people are willing to stand up and voice their concerns, those who don't live in fear, if everyone sits around and pass the problem off to someone else, nothing will ever be accomplished that will enable change for the betterment of the island. We're in the new millineum and really we should have no need to fear our politicians. We are a democratic country after all.

I am one of the "gringos" having a house at the southpoint of caye caulker. Sometimes I am wondering about this message-board. I know that this board and the meanings which are written here are not representativ for the whole Islanders. Thatīs the reason why I never did use this message board before. Now I decided to use it because I got the feeling that things are changing and some people like to spread a kind of worriment between Islanders and Gringos. We Gringos do not take out any money from your community but instead we pay the same ammount of tax like all the others. We did invest some money to help to keep the local economy running, by emploing locals to built houses, by buying hardware and anything else whe need to live while we are on the island. We reccomand your beautyfull Island to friends in order to encourage them to go to CC for vacation (if they do, they also spend money for accomodation, food and fun, this helps also to keep the local economy running). Talking about the acces to the southpoint. It is not only Gringos who own land south the airstrip, but also locals. So it is a problem for the whole Island. I am also wondering why some people always try to devide the island into three communities - the village, the north and the south. CC is one single Island and people should take care about the whole Island. If the north part of the island need some infrastructure it is a question for all people living at the island. Dont seperate yourselve. If you like to keep or create a good infrastructure and economy for CC you have to take care for the whole Island. I know the most of the Islanders have no problems with Gringos unless they behave in a good way. My opinion is, that is much easier and better to work and stay together. But itīs not only a question about economy and money, but also of the way how people live together and how they treat people. When we decided to built a house at CC we had the feeling, that people did like us. Thatīs 6 years ago and anytime we come to CC we still have the same feeling. I am sure, that the most "Islanders" feel the same way they did before. So donīt let some people destroy this positiv atmosphere. Itīs not easy to explain opinions in a foreign language, and my english is not as good as it should be. But I hope you understand the meaning.

You are right HL. Many 'gringos' have come to the island and lived harmoniously with the locals and show respect for the islanders and the culture and do try to work together with us in the community. These 'foreigners' for lack of a better word should also receive respect in return and I know quite a few who have earned and receive much respect. Take MaryJo & Tom for example.

So why exactly is the community not accepting this fine offer? Free land and money to build a sporting field seem like something not to pass up.
The politician who went back on his word is a bad politician. Local or no the road should connect, eminent domain should have taken care of it. Did he get bribed???
Maybe the people that raised the money for the football field can use the money to help with the extra road extension and to bring the electricity. Have they thought about that?

This issue seems to be a major sore spot between the island inhabitants. I'm not sure if you could pay me to buy land on CC. If I have to put up with political red tape and ill feelings from the community, it kinda spoils the whole "Paradise" experience, wouldn't you say? Not my idea of a great neighborhood. I guess it would be too much to ask for all to be happy for one another, get along, help each other out and try to live in some level of harmony? LOL Caye Caulker needs a bowling alley or something for people to do with their time. Cheers!
