Get your captain's license down here, find some dude with lots of money to start you up and maybe it may work. Normally you have to get a work permit, residency etc etc etc....lots of hoops to jump thru in a country with a really high unemployment rate and terrible low wages.

Think. Research this out in other spots than this forum. Please respect our laws.

You may want to consider buying a really cool big boat that can go out past the reef. Too many boats inside already. You will probably never be able to get a guide license, but you can own the boat and have locals operate it.
