What about access? For example, unloading barges. Is this specifically permitted, or is it technically illegal? Could Barry Bowen be arrested for having his tractors crossing the beach?
Tell me about it, I am sitting on Ambergris Caye right now watching all the bicycles pass by on our beach. What about the "Queen's right of way" I thought people were allowed to pass by as long as the are within so many feet from mean high tide (or low tide).

I have in mind a resort that has said a scooter occasionally left on the sea wall by the resort must not be, with an unspoken threat to throw it into the sea. Just trying to establish what the law actually says.
