Most villages, towns, cities and states "give" title to land to organizations who say they are willing to build a "Tax Base Property" on it and will employ "tax paying" people to run the facility. The governing entity usually receives a perpetual tax return from the transaction. I don't think it is a good plan to "sell" a very valuable piece of property, for a less than market price, to an organization that build on it and pay little or no taxes on it. It would seem that some of the words in the country's statutes, which would permit this, might bear some unbiased review. I wonder how that might happen.
