back up again

Belize is currently generating all its electrical energy as BEL lost
its feed from Comision Federal de Electricidad. BEL Ceo Lyn Young
reported earlier today that the two CEF transmission lines from Merida
into Quintana Roo are down, so no hope of Mexican juice for a while.

I understand Belmopan is the only major population center that can
supply its own energy from diesel gensets independent of the national
grid. All other towns' diesel generating capacity has been
cannibalised or allowed to degrade to nothing. CC is on diesel only
but it is a village, and when the gensets go out
to sea, there is no backup.

But today showed something interesting. If the distribution system
flakes out, it takes down the entire grid. Coro and O.W. went down
under Dean. Blackout countrywide. Up again. Gas turbine went down,
nationwide blackout again. Then BEL warns, "...if we try to bring up
Coro and the transmission in that area fails, the entire grid goes
down again." Why?

P.S. The roads are fine - its dealing with bumper to bumper traffic
and drivers on alcohol, drugs and just plain stupid than I cannot
handle.

BEL Completes Preliminary Assessment of Damages to Power Supply
System and Commences Restoration Efforts


Belize Electricity Limited (BEL) has completed a partial assessment of its power supply
system in northern Belize following the impact of Hurricane Dean to the area and has
commenced service restoration efforts.

As of 5:30 p.m. today, power has been fully restored to Caye Caulker.

In San Pedro Town, BEL has restored service to approximately 50 per cent of the island.

BEL should complete service restoration works in those areas up to Boca Del Rio by
Thursday and up to San Pedro North by the end of next week.

In Orange Walk Town and surrounding areas, the substation should be energized by
tomorrow which will allow BEL to initiate service restoration to sections of the area.

Complete service restoration should be by mid-next week.
The system in Corozal Town and surrounding areas received the most damages and BEL
expects to complete repairs and restore service to the area within two weeks.

Comisión Federal de Electricidad (CFE) has reported to BEL that the transmission line,
which feeds power to Belize, suffered significant damages. Consequently, BEL has lost
power supply from CFE and is now awaiting information from the Mexican utility on when
it plans to reconnect to Belize.

Even with the loss of the CFE power supply, BEL has sufficient in-country generation
sources to meet Belize's power demand for up to one month, providing the Chalillo and
Mollejon hydroelectric facilities, Hydro Maya and Gas Turbine Unit all remain operational.

As the restoration works progress, there may be short outages in other parts of the
country. BEL will provide updated information as needed.
With the hurricane now passed, BEL reminds residents in the northern districts of the following the safety tips:

� Report all fallen and/or broken lines or poles to BEL.
� Do not go near to and/or touch fallen or broken electric lines or poles.
� Do not attempt to remove any branches or other objects which may have fallen on the
power lines or poles.
� Never raise any tall object near a power line. Carry it level with the ground and be
cautious when removing water pipes and well casings
� Do not use electrical appliances that have been wet. Water can damage the motors in
electrical appliances, such as freezers, refrigerators, washing machines and dryers.

UTILITY COMPANIES WORK ON RESTORING SERVICE TO NORTHERN BELIZE
August 22, 2007

With the passage of Hurricane Dean, utilities went down to varying degrees. While communities in the Corozal and Orange Walk Districts recuperate from the storm, some of the vital necessities are still down such as water, electricity and telecommunication. Electricity continues to be a major problem in most of the northern part of the country. We spoke with Manager of Cooperate Communications at Belize Electricity Limited Dawn Sampson who told us that it will be two weeks before the entire north of Belize is back to normal.

"Well we are pleased to report that as of today that we have 90% of San Pedro back and 90% of our customers are now receiving power.Our crews are out there working very hard to restore service as soon as possible.The area that remains without power is north San Pedro and the primary reason for that is because of it's difficult to access the area but like I said,the guys out there are working and we're hoping to completely restore service to the island in two weeks.Now for Orange Walk,we were able to energize the substation last night which means we were able to restore service to approximately 10% of our customers.Again our work crews are in the area working to restore service to that area completely by the middle of next week.For Corozal,that was the area's hardest hit and we have our work crews from Belize City out that side assisting with in Corozal and we're hoping to fully restore power to Corozal within two weeks.As of this moment we have about 10% of our customers receiving power in Orange Walk.We have the work crew out that side working specifically in the Orange Walk area and we should be able to restore power to Orange Walk fully by the middle of next week."

At 5:30 this morning power was fully restored in Caye Caulker. Due to extended outages the northern districts continue experiencing interruptions of water supply. However, Ivan Tesecum of Belize Water Services Limited assures the people of the north that the water supply is being addressed immediately.

"In Orange Walk,water was restored yesterday afternoon,however,due to electrical outages we experiences difficulties.Presently we have crews deployed to Orange Walk and Corozal.In Orange Walk specifically,we have a team installing a generator set to facilitate distribution.They should have water back up later today.In the Corozal district,water has been turned on but presently,only a portion of the customers have water services.Crews are presently working on restoring water to the remaining customers that do not have water services.So they should also have water on some time later today.There may be some customers who have received some damages to their service lines to they may also have water problems so we have crews that are also looking in the areas and fixing these damages.In all,we have teams that have been deployed already to both Corozal and Orange Walk to try to bring the water supply back to normal."

"Some of them can be attributed to the extended electrical outages,others will be just the customer lines that we're broken due to the force of the winds.Most customers in Orange Walk are experiencing water shortages.In Corozal I would say about 50%-60% have water services and the remainding 40% or a little bit less should be getting water back on this week or later this afternoon."

"Ok.What happens when broken pipes do occur,the dirt does get into the water lines so those are being flushed out as well,however,this is only temporary because all the water is treated as well coming from the plant.So we ask our customers to please be vigilant about it as well and report it as well because there could be other factors but certainly the water has been treated and our customers can feel safe about it.They need to keep running the lines until the water gets clear."



BWSL asks its customers to be patient and asks them to report any broken water lines to their toll free hotline number, 0-800-297-5325.

Another company that was affected by power outages was SpeedNet. This morning Marketing Analyst, Linda Carballo told us that even though the company's service was down during the hurricane the company is up and trying to restore normalcy.

"We have been experiencing some difficulties due to the electrical outages caused by Hurricane Dean.We would like to assure you that our staff is working to its full capacity to ensure communication stabilizes in the northern region during this time of emergency.The service in Orange Walk is stable and Corozal will also be functioning by this afternoon."

"The damages are mainly caused by the electrical shortages due to power.So then Orange Walk is stable and then we're working on Corozal since Corozal doesn't have any electricity at the time.But our staff is already there,working to ensure that these are up by this afternoon so that the people of Corozal will be able to get in contact with their family and their friends.The towers are fully in tact and only problem that we have been experiencing are due to the power failure in the northern region."



In a press release BTL says the company has suffered from the passage of Hurricane Dean. However the network held up extremely well during the course of Hurricane Dean including the primary links to San Pedro and Caye Caulker, the nations GSM network and the telephone exchanges. The effects of Hurricane Dean in Mexico are also impacting communication in Belize as a cable carrying a portion of Telemedia's internet and voice service has apparently been damaged. This will cause congestion and some slower speeds during peak hours. The company also says that the restoration of damaged poles by BEL will enable Telemedia to repair and replace damaged overhead cables which in turn will enable the full restoration of fix lines and other services. BTL has also deployed a number of mobile generators in key locations and are working closely with BEL to intensify and resolve the problems at the earliest opportunity.
