What entity is the arbiter or overseer?
It's rarely rocket science, it's usually just math: then again if you can't do the math.......

I've brought up the Master to plan to current Town board and Mayor and they have all said its a good guide line but not the rule. In other words they use it when they want but if they disagree for some reason they do differently.
Thats why it should be put into law, government uses it only when it doesn't conflict with their personal ideas or plans.
like if their cousin needs to clear mangrove to install docks 30' apart or make a subdivision to 'empower the people' to get their votes and never have a clue about how it will get water or sewage.
...you all know the list I'll quit here.

It just occurred to me that a lot of people might not know much about the Master Plan. its been around about 20 years. It cost a minor fortune to make, its huge, detailed and is awesome advice for developing the entire island in a sensible way.(nothing like proceeding with a plan).
It was commissioned buy one party of government and when the opposition party came into power they discarded it because it didn't allow them to do what 'they' chose.
I have a copy of the plan and its survey of the Island. Bautista did the survey. A practical, sensible, development plan for the future.
but discarded because it didn't leave room for the bazaar schemes I hear everyone complain about on this board.
putting the plan into law would be a major disappointment for developers and politicians of today.

The way to begin implementation is to update. Have community "chapter meetings" and review and get input on each chapter. Update using the input information and then bring to the voters. It has to go to the legislature ( or what ever it is called) but if it has a strong local vote, they will take it seriously. It is en excelent document and there are serious people in government who would work to get it implemented.

The 1992 Master Plan was a great plan that the government refused to adopt. As with so many good ideas, it has just collected dust while chaos reigned.

Of course, we don't have to worry about preserving some of what the plan tried to preserve because it's already gone. It makes you wish you could turn the clock back and try again!

sounds very simalar to the placencia village council by-laws.
a good set of 'limits' for the area, but have not, and will never be made so,, as it takes away too much control of the village from the upper politicians.
so,, they just sit on someones desk in belmopan,, FOR YEARS!!!

It isn't really a conservation Plan. Its a plan for development ..but practical things like road right of way, water and waste considerations, set backs and density. Its a comprehensive development plan for the Island of Ambergris Caye.
