No there are no microchip scanners in Belize as far as I am aware. Microchips and scanners are very expensive and the cost would not justify the benefit as far as San Pedro goes. This is a small community and the SAGA staff recognise most dogs and know exactly who they belong to. Microchips are only useful as a permanent means of identification, so in a place where most dogs are easily identified, they would be a bit pointless. The only way they would be useful here were if there was an enforceable and compulsory registration scheme for dogs. This is very unlikely to happen as schemes like this are difficult and expensive to administer and enforce. Even wealthy countries such as England have rejected the idea of cumpulsory dog registration because of cost. Microchips do not stop dogs from roaming, they just serve to identify the owner of dog.
