The Maldives, one of the best diving areas in the world, faces a similar problem. There (I believe) they have an agreement with India that all inhabitants of the island nation can decamp to India as and when it becomes necessary. Several islands have already disappeared beneath the waves (despite what the skeptics say about global warming).
