Does anyone know how long the construction in front of the Boca Del Rio bridge will take? Does anyone even know what the construction is supposed to accomplish?

It's an upgraded water main and new sewage lines that are to be extended to San Mateo from the High School area. It started before Christmas at the High School end but seems to have ground to a halt leaving the road a right mess. When is a good question.
