Just one comment. There is a comma in the description which totally changes the meaning, albeit an explanation directly after corrects that. It is:-
All real estate transactions have a stamp tax, which is 5 percent of the purchase price, minus $10,000. (For example, the buyer of a $100,000 home would pay tax on $90,000 of it.).
The comma between "price" and "minus" should not be there, as with it the sentence means that the tax is computed at 5%, and then $10000 is taken off the answer. Not what you mean.
Incidentally, is the $10000 in US or Bz currency? The article implies it is US.
