If you're on the Caye go to Cholos bar and ask around for Ellsworth, who works off the dock just north of there in front of Conch Shell. He has an almost new (his words, but it looks in very good condition at a glance) 2 seater for US$500.

Ellsworth's kayak is too expensive, though it's in good shape.
