Congratulations to the Coastal Zone Management Agency. In a time of economic recession/depression, lagging tourist entries, and rising airfare prices, they've decided on a $20/day fee to fish out of a boat. Add in their editorial that it's no big deal since if you can afford a guide this is nothin'...At the very least they need to consider a Florida-style proviso-if you fish with a licensed guide you're exempt.
Flyfishing my way through mid-life crisis.

I'm confused. Do you mean that people that live there and fish from their own boats must pay $20 daily to fish? No yearly license option? I've had so much trouble getting/renewing boat registration and captains license I can't imagine how diffucult they will make it to comply with THIS.

$20 per day X 365 days = $7,300 per year!!!

I have no problem with a daily or weekly license as an option to a yearly license as long as they are easily obtainable, uniformly applied, and affordable. I have always thought the money I spend on hunting and fishing licenses is money well spent as long as the fees go to the protection and improvement of the natural resources.
