Below please find information received via the Ministry of Tourism, Civil Aviation & Culture in regards to new permit requirements for foreign bus companies and tour operators coming into Belize.  

The Ministry of Public Utilities, Transport, Communications and National Emergency Management hereby informs that the changes regarding the International Road Transportation services in Belize will be conducted as follows.  The enforcement of these procedures will take effect on Monday 20th April, 2009, and all road permits will be issued at the Border points, also taking effect on Monday, April 20th, 2009.  

Direct Intransit:

  • A manifest of passengers will be needed at points of entry and departure.
  • The Burrell Boom Road is to be used for all direct intransit trips.
  • A manifest of passengers will be needed at points of entry and departure (Same In – Same Out).
  • A Belize tour guide to be used on all tours.
  • The cost of guide is to be paid by the tour company.
Charter to Belize City Water Taxi:
  • A manifest of passengers will be needed at entry and destination points.
  • Drop off of passengers is only to be done at the Water Taxi Bus Stop on North Front Street in Belize City
  • Charters will be allowed to return with passengers only from Water Taxi the same day.
Indirect Intransit:
  • A manifest of passengers will be needed at the point of entry, Belize City Water Taxi Terminal and point of departure from Belize.
  • Drop off of passengers will be allowed at the Water Taxi Terminal.
  • This bus will be allowed to continue to Mexico/Guatemala with the remainder of the passengers only.
  • These buses cannot pick up anyone at Water Taxi Terminal.
  • These buses are required to pay for a guard or transport officer to the Belize City Water Taxi Terminal.
  • These buses cannot pick up anyone on the way to Mexico/Guatemala.
General Regulation:
  • No category of international transportation will be allowed to pick up any passengers in Belize – except Tours and Charters at Belize City Water Taxi Terminal.
  • Permit will state that after three (3) violations, they will be cancelled.
  • Fines will be imposed on violations.
  • Taxis will be allowed to bring in passengers but cannot return with different persons on return journey.
  • Other forms of public transportation follow the normal immigration and customs procedures. Additionally, all public transportation operators must have a road service permit in order to operate within Belize.

so does this mean that ado will travel from cancun to belize city direct, or is this already happening ?

The Guatemalan buses are now allowed to pick up visitors at the water taxi terminal.

At the urging of Linea Dorada’s local agents and other tourism professionals, the Transport Board has relented somewhat on its April 20 ban by allowing the Linea Dorada to pick up visitors ONLY, at the water taxi terminal, but not Belizean passengers, who had grown used to taking the Guatemalan bus to as far as Benque Viejo instead of local buses.

ADO has applied for a permit to operate buses in Belize, and is awaiting approval.

It is anticipated that ADO will start operating buses between Chetumal and Belize City in September 2009.

Flores Bus Company injunction hearing starts in court

A hearing started today behind closed doors on a one-month suspension by the Transport Board against Flores Bus Line which covers the runs between Lord’s Bank and Belize City. The bus company, one of three operating that route, filed an injunction last week through its attorney, Hubert Elrington, since that suspension would have run right into the expiration of their license. The arguments started today before Chief Justice Abdulai Conteh. Chief Transport Officer, Candelaria Saldivar offered no comment at the close of the hearing today while attorney Hubert Elrington on behalf of Flores Bus Line, explained where the arguments are leading.

“If the one month suspension had taken effect, he would not only have lost the last month of his permit to run, but he would have been out without any permit at all because it would have expired. So he ran to the court and asked the court for its help and he got an interim injunction to prevent them from carrying through the suspension and for giving him an opportunity to have his grievance heard by the court. So last week the Attorney General’s office made an application that the interim relief be set aside and that the permission that was granted for the court to review the decision-making process of the Transport Board to see if they had acted properly under the law, they asked that the court set aside that permission. And today that was argued before the Chief Justice and it was pointed out to them that under our rules no provision exists for making that kind of application; that it had to be brought, if at all, under the inherent jurisdiction of the court. The Chief Justice pointed out to them further that if they brought it under the inherent jurisdiction, it was only in the rarest of cases that such permission to go to judicial review would be cancelled or revoked. What they were putting forward did not bring them within the rule at all so they came with very little preparation and with the weakest of argument. So the matter will go forward, I think it is on the seventeenth or eighteenth of November. The full hearing will be done then.”

Elrington says that Flores Bus Line has voluntarily interrupted runs for a few days in an effort to assist the Transport Board sort out the problem with the other bus company separating the three companies who do commercial business between Lord’s Bank and Belize City.
