I have a key on the back of my computer but I was never supplied with a Windows disk. Can I legally get a Windows disk and install it?

Go online to the manufacturers website. Just had to do it on a Acer laptop. The restore partition would not work so I ordered the disks. Was like 20 US.

This Toshiba came without either a disk or a restore partition. Weird.
