In the thread I mentioned a person quote that their authority to notarize was limited to the state they were notaries of. The embassy does have a notary.
Notaries here must be licensed, bonded, background check, pass a test, undergo continuing education and are only allowed to notarize within the State of California.
I think Ron is right....although I am not positive, I would think the Embassy would be the best bet if you need a U.S. notary.
...and I got my notary in WI simply b/c I passed the bar. No bond, background(other than the state bar), no test, no cont. ed., and it's permanent w/o fees.
