Can you transfer the permit?

Permits are not transferable. Check with the Traffic Department to see what you need to do to get one. It's probably a lot easier to get an ownership-permit for a vehicle that is already here than to try to bring something new.

YES, ITS STILL FOR SALE, AND YES YOU CAN USE MY PERMITS TILL THEY EXPIRE. EVERYONE DOES IT, THEY NEVER ASK YOU TO CARY PAPERS ON THE CART. I DROVE IT AROUND MYSELF FOR 5-6 MONTHS TILL THE GUY I BOUGHT IT FROM SAID HE WAS BUYING ANOTHER CART AND NEEDED HiS PERMIT Back. I then went to apply to get one in my name with no problem,as usual on AC they just want money
