They are but I need to find one that the permit is transferred with it, preferably someone who is leaving. If someone sold me a cart with a permit, they could go cancel the permit on it at any time if they wanted to get another cart. essentially someone would have to give up their vehicle permit for good.

But the permits are not transferable...ever! You should consider a long-term rental from a cart rental company. The cart would be maintained and permitted/licensed/insured so you wouldn't have to concern yourself with all that.

So they are not "transferring" into your name just not taking their name off the permit then?

Basically the same as buying a car from someone and not getting the title...

Yeh I know but the long term cart rental that I found was $1000.00 USD a month. Thas a little pricey.
