THE SIXTH BELIZE-MEXICO BI-NATIONAL COMMISSION MEETING HELD IN CHETUMAL

The sixth Belize-Mexico Bi-national Commission meeting was held in Chetumal this past Thursday and Friday. The technical meeting was attended by government officials from both countries and a number of issues related to the bilateral cooperation were discussed. Love News spoke with the Mexican Embassy's Press Officer Macelino Miranda who is also responsible for border affairs.

"We have representation of different ministries from both countries especially from the Scientific and cultural exchange areas. Also from the security and the army and other related areas and agencies from Mexico. The importance of the Bi-National Commission is that it is the maximum forum for political and cooperation dialog between Mexico and Belize. The meeting included other meetings related to technical and scientific cooperation, education and cultural cooperation and border security matters. These was another committee against drug trafficking and drug addiction and we also have the political sub-commission."

Some of the ministries that were represented include the Foreign Affairs, Defense, Communication and Transport, Environment and Natural Resources, Health, Agriculture and Fisheries and Education.

"It was a successful meeting we had several agreements and that goes especially for the technical and scientific corporation. This agreement for 2010-2012 was signed and that implied is that both countries have committed to prioritize scientific and technical cooperation. What that will mean for Belize is more support from Mexico, more exchange between both countries and also having some institutions and universities coming to Belize in order to support Belizean initiatives in this area. At the same time we have great advance in terms of education and cultural cooperation. Very shortly we will have the Bi-national Agreement signed. For Mexico and Belize that will mean more scholarships and more exchange in terms of culture and education."

Miranda says that the Mexico and Belize Delegations reiterated their commitment to guarantee a modern border that will facilitate the orderly, legal and secure crossing of people and goods. It was agreed that the exchange will include training opportunities for law enforcement officers in Belize to improve border security.

"At the same time the GANSEF this is the high level group for border security met. This was the third technical meeting and both countries made some agreements in these terms. Both countries have advanced a lot and they are going to exchange more information to combat illicit trafficking of drugs, people and arms at the border. They are also going to exchange information in terms of combating transnational crime. They also agreed that Mexico is going to continue providing training for Belizean police in terms of fighting crime. These will be other kinds of support in terms of forensic and canine training is going to continue on the part of Mexico. Both countries also reaffirmed or confirmed the installation in Belize the Plataforma Mexico. This is the criminal data base of Mexico that has also been provided to Belize."

The meeting also served as preparation for and official visit by Prime Minister Dean to Mexico on October 18th and 19th.

Mexico & Belize work on border, bridge and bilateral relations

Mexico has an important partner in trade, transportation and the security of our Northern border. A few days ago, the sixth Bi-national Commission's Technical Meeting was held in Quintana Roo. Some of the topics discussed included ways to handle narco-trafficking and improving the movement of people at the border. The press officer for the Mexican Embassy says that one accomplishment of the meeting was setting a deadline for the opening of the new International bridge in 2011.

"They both have made a pledge to work together in order to work for the environmental protection of the Rio Hondo also they are going to work in order to modernize the border crossing in Chetumal, and to reinforce and to speed up the construction of the facilities around the new international bridge that is going to allow that more people and goods can cross in this new facility. Also another agreement is that both countries are going to work jointly in order to implement the Central American and México Security Strategy. This is important in order to fight international crime and at the same time to fight drug trafficking and other illicit traffic. Also, both countries agreed in work together in order to exchange information against drug trafficking, against the illicit traffic of people and arms at the order, they are going to exchange intelligence information and México also pledged to continue supporting Belize in training for the police force and also for other assistance in order to fight crime."

"The smooth transition of border crossing right now it seems a bit tedious is this something that was discussed at the meeting?"

"Oh yeah, that was discussed and I have to announce that both countries have agreed in working together in order to facilitate the crossing of people at the border especial both countries are going to issue or in the case of México, are going to continue issuing the border card that will allow Mexicans and Belizeans to cross faster, quicker."

Miranda says an update on the construction of new facilities at the border will be presented to leaders of Mexico and Belize during an official visit on October eighteenth and nineteenth in Mexico City. At the Commission's meeting both countries signed a technical and scientific cooperation agreement to improve education in science and technology. An education and cultural agreement will soon be penned to increase scholarships for graduate and post graduate degrees.

Mexico - Belize: Neighbourly Agreements

Senior government officials from Mexico and Belize met in Chetumal on September 30th. and October first. No, they weren't reviewing prices at Sam's Club, they were holding the 6th. Belize Mexico Bi-national Technical Meeting. A number of agreements were worked on dealing with security, intelligence gathering, science and technology and other areas.

Public relations for the Mexican Embassy in Belize Marcelino Miranda says it was the most ambitious and successful meeting memory and it did realize concrete targets:..

"We have had practical outcomes in terms of scholarships, in terms of cooperation for technology, in terms of facilitating the crossing at the border and at the same time now we have for example more exchange in terms of intelligence. They have been very concrete in terms of the agreements and one of them for example is that Mexico is going to continue providing assistance in terms of canine training for example. The other one is that there have been Belizean officials who have travelled to Mexico in order to have specific training in different areas. That's going to continue and actually that's going to be large in terms of training goes in Mexico. At the same time in the regional level Mexico and Belize are going to work together in order to implement the Central America and Mexico strategy. I think that the outcome of this commission that transpired was that both Mexico and Belize have reached an unprecedented level of cooperation and dialogue on all these matters."

The Meetings are a precursor to Prime Minister Dean Barrow's first official visit to Mexico around the middle of this month.
