I have heard of several things a person can do to protect their bodies from these pests.
But......
What can a person do to their property to deter them. ?
Are their any biological control methods that are safe for the environment ?

people in the south always rake their yard regularly...that disturbs the breeding cycle

100% correct raking sand helps tons.
smoke for coconut husks has always been a local prevention as well.

I'd love to hear ideas for protecting the body as well. We get eaten alive. A mix of the Avon Skin So Soft with a bottle of what they' re selling at the Coco Plum cafe 'seems' to help if we keep ourselves drenched in the stuff. The hemp oil helps with the itching after the fact. But that's all we've come up with so far.

baby oil (or any kind of oil); the sandflies cannot get through the layer of oil and sort of drown

Dress for the bugs, not the weather.
We wear light long soft cotton clothing and take advantage of the breeze. While riding bike you are off their radar. If you are speaking to someone and one sandfly bites you -move off to a windier and often higher spot in moments.
DEET laced products are effective but few people who live here use them. They fall into a rhythm of living as noted without even mentioning it.

Dane, next time a sandfly bites me on my deck I'm moving over to yours!

One thing I will say, the longer we are there the less we notice them. Probably for reasons Dane mentioned but also I think we become less appetizing to them over time (or so rumour has it)

There is no immunity in nature to bug radar or allergic reactions to bites. The most important change is to stop scratching, just rub the sandfly off your arm. You still will get inflamed bites around your waistband from rubbibg a bite inadvertently.

Pamela.............is rite on!
Take it from the "all inclusive's" in Cancun..............rake rake rake............turn the sand over in your greater area.........it exposes the eggs and larvae to the sun and destroys the breeding.........but..........everyone has to do it......to have any real success!

I noticed that before I became a Permanent Resident, when I used to first get there after having been in the north, they would attack me with a vengeance. This seems to be true of other newcomers, tourists. After a few weeks, they leave me alone completely, while attacking a newcomer standing next to me.
I have been told that getting a good tan seems to work, while others say it's the local diet?
I have heard the white-meat, no tan tourist story elsewhere in the tropics, I tend to believe that version? I spend a lot of time in the sun, fishing, works for me quite well?
