TAX AUDITOR:

TERMS OF REFERENCE:
The BTB is a regulatory body operating independently with support of the Ministry of Tourism, Civil Aviation and Culture. It is charged with funding its own projects and programs under the BTB Act. The newly created Revenue Collection Department of the BTB is charged with the collection and management of the BTB’s Tax base. The BTB regulates the accommodation sector, tour guides, tour operators, cruise vessels, motor vessels and the Qualified Persons Retirement Program with the accommodation sector being a major contributor of revenue generated for the BTB.

The Tax Auditor plays a critical support role in the performance delivery of the Revenue Collection Department. He/She works within the Hotel Tax Auditing Team under the overall structure of the Revenue Collection & Management Department. He/She is considered part of the mechanism that enforces the provisions of the legislation governing the Hotels, Tourist Accommodation and Timeshare Sectors.

PRIMARY RESPONSIBILITIES:
Conducting Audits countrywide usually for the duration of a week at a time.
Attending to in- office work (writing inspection reports) and requests by Director of Revenue Collection/Registrar of Hotels (ROH).
Investigating complaints made against properties (service charges, minimum standards, service to staff and guests).
Preparing monthly performance reports of hotels.
Assist the Chief Tax Auditor in the preparation of monthly Assessment and Timeshare reports, and any other related support.
Assist the Chief Tax Auditor in the formulation of the Department’s annual Audit Plan.
Preparing for Audits (keeping record of past audits, meeting with ROH, team or teams involved, gathering auditing information both past and present, gathering internal (and sometimes external) audit reports and papers, etc).
Assist with the Collection efforts by following-up on communication with hoteliers regarding payment agreements, etc.

QUALIFICATIONS:
Must have a Bachelor's degree in accounting and auditing.
Must have great familiarity with several accounting systems and experience in auditing exercises.
Excellent knowledge and understanding of Internationally Accepted Accounting Principles.
Solid understanding of business transactions, process flows and cycles, preferably of tourism related businesses.
Excellent command of the English, Spanish or other languages and ability to communicate with the public in said languages is required.
Some training or familiarity in paralegal is preferred and is advantageous but is not required.
Good understanding of the principles of internal controls and risk, and the ability to assess the same.
Strong ability to analyze data and financial transactions and formulate valid conclusions.
Ability to perform well under pressure and exercise professionalism and good judgment.
Good time management skills and ability to meet deadlines.
Goals oriented, internally motivated and capable of working with limited supervision.
Excellent communication skills – verbal and written.
Working knowledge of widely used computerized accounting and reservations software.
Some Public Relations skills and Assertive Personality

COMPENSATION:
Salary is commensurate with qualifications and experience.

CAPACITY BUILDING OFFICER:

TERMS OF REFERENCE:
The Capacity Building Officer is responsible for the overall and continual improvement in the quality of tourism related training in Belize. He/she will analyze and make recommendations for the long-term training needs of the tourism industry.

PRIMARY RESPONSIBILITIES:
Evaluate schools/training institution tourism-related curriculums and compare to industry needs
Review existing curriculums from regional and international sources and make recommendations for integration into Belizean school curriculum
Conduct participatory planning processes
Make recommendations for integration of minimum standards of the tourism industry into curriculum
Make recommendations for revamping of existing Tour Guide Training Course
Work with Tourism Trainers to update training methods

QUALIFICATIONS:
The Capacity Building Officer must have a Bachelors degree and/or a minimum of 5 years of formal tourism training experience and/or conducting tourism sustainability audits.
Ability to work with a cross section of educational and governmental institutions as well as industry stakeholders
Strong interpersonal and communication skills are essential
Experience in managing/working with committees and/or experience in leading a participatory planning processes preferred
Experience in curriculum writing is an asset
Proficiency in Spanish is an asset
