Anybody know the ins and outs of requirements. I.E., One parent leaving country with small child (1 yo). Do they need passports, or some paper from non country leaving parent OKing the child leaving?

I think it is pretty much as long as they have a passport leaving they are OK it is the coming in with a child under 18 that is the problem. You can leave with YOUR own child. Passports have to match the last name. Just my thoughts not 100% sure.
If you are a parent traveling alone outside of the US with a child, you need to have a notarized parental consent document. This needs to be signed by the other parent. This document allows travel outside of the US without both parents. Stops parents from taking the children without consent of the other. Go to US website on travel with minors outside of the US. Hope it helps.
If you have sole custody and the child has a different last name all is good, as long as they have a passport. Have done it several times with my daughter. Take the divorce decree and of course the passport. If joint custody, then yes other parent has to concent to the child leaving the country. you can have it notarized at the airport. The DD also has to be an official copy you get from the courts, not just a copy. But they require that when getting the passport for the child. They will order it from the courts before they issue the request for the passport.
