It sounds like, from the SAGA folks and others who are familiar with the dog, that this poor animal is not controlled or protected from roaming freely by his 'owner'. I am thankful that he is not tied up by his owner, or worse however. Not sure what the Belize laws are on ownership of animals, but if he is not contained by the owner and consistently and repeatedly roams into the custody and control of others he may well be characterized as abandoned and may be adopted out to another, more responsible owner. Here's hoping he finds a great, loving, responsible home soon, if he has not already.

Believe it or not Belize has some very modern and updated laws regarding animal cruelty, leash laws, abandonment laws. Even laws that allow anyone to enter private property to care for an animal in distress. Google Belize Dog Act Laws. Its just a shame we cant get the police and other officials to read and understand them. Oh yes and to do their job and enforce them...
