Report: Ireland Turns Himself In

Reliable but unconfirmed reports to 7news say that Dennis Ireland has turned himself into police. The former BDF Corporal is wanted for questioning in connection with the 42 weapons stolen form the BDF bulk Storage Area. In March of 2010, Ireland was allegedly caught with a number of rounds of M-16 ammunition.

BDF Puts Second-In-Command On Administrative Leave

Tonight, there is a less-than-inspiring development in the case of the 42 weapons stolen from BDF Headquarters. We say less-than-inspiring because the news is not about the missing guns turning up anywhere or that the perimeter has been indomitably sealed: no, the news is that four soldiers have been placed on administrative leave.

The real news is that one of those soldiers is no less than the Force's second in command, Cornel Javier Castellanos - who was placed on administrative leave on Saturday.

All four will be brought up on military charges - but the force Staff Officer would not disclose names or charges today. They will be brought before a military tribunal and can request a court martial before a judge if they so wish. Commander Dario Tapia would strictly not discuss the case because he may end up being the one presiding over that tribunal. The institution of military charges does not have any effect on the criminal investigation which is ongoing. If the evidence points to it, these men can still be indicted in a criminal investigation.

Of course, the bottom line on all this is that it puts us no closer to where or in whose hands the guns have ended up.

B.D.F. suspends its own during investigation

Now, in respect of the forty-two weapons that were stolen from under the noses of the B.D.F. at Price Barracks back in October, there is some development to report. Word to News Five this evening is that four officers have been placed on administrative leave. A report following the heist submitted by C.E.O. in the Ministry of Defence, Allen Wylie recommended the suspensions of several ranking officers including: Technical Quarter Master, Sergeant Roy Flores; Force Field Officer Captain Damain Amaya and the Deputy Commandant of the Force, Javier Castellanos. We have been able to confirm this evening, however if those three officer were the ones sent on leave.

B.D.F. Suspensions for missing weapons

As reported on Tuesday night, four persons have been put on administrative leave following the heist at the B.D.F. headquarters in Ladyville back in early October. Forty-two guns were missing from the armory, including high powered weapons. C.E.O. Allen Whylie's report dispatched under secret cover to the Minister of Defence, showed that there was a string of errors on who was to guard the arsenal. It also confirmed a general lack of security and breach of procedure at the headquarters. Whylie also recommended that three officers be put on leave and they have, plus one more. The most senior is the deputy commandant Javier Castellanos who was expected to move up in rank with the imminent retirement of Commandant Dario Tapia. The others are Technical Quarter Master Sergeant Roy Flores and Force Filed Officer Capitan Damian Amaya. The fourth person is Lieutenant Awardo. Administrative leave in this case means that the four will be investigated and can be charged in respect of who was responsible for the care of weapons, but not for the missing weapons which up to tonight, remain missing.

BDF Deputy Commander Was Dismissed

Not much has been heard since last year October, when 42 guns were stolen from the BDF Price Barracks Compound. But, quietly on December the 23rd., Deputy Commander of the BDF, Colonel (Cornel) Javier Castellanos was summarily discharged from the BDF. No press release was issued, no public announcement made, in fact Castellanos himself says he was never told why he was discharged or given a chance to defend himself.

The Security Services Commission cited a Court of Inquiry which found him in gross dereliction of duty based on an "investigation".

That investigation found that Castellanos was in charge of camp security and tasking field officers on security checks. The allegation is that Castellanos assigned security arrangements to a junior officer who ignored the order - and thus no one was watching the armoury when the guns went missing.

Well now, Castellanos is appealing his dismissal to the Belize Advisory Council. His attorney Godfrey Smith says that he was dismissed without any specific charge or any allegation of wrongdoing being brought against him, without giving him a chance to rebut any allegation against him and without being given any real reason for his discharge.

Now, the security services commissions says simply that he was discharged on security grounds - which is a catch all term that doesn't require them to disclose any details. Castellanos argues, though, that he should have been given a hearing. He is asking the Belize Advisory council to reinstate him to the BDF at the same rank he had before he was discharged and order that he get back all the unpaid salary lost during the period of his discharge.

His attorney has also asked for oral presentations to be allowed at the hearing of the appeal. That was just two years ago, and Castellanos awaits a reply.
