Belmopan City Council embarks on eradication program of stray dogs

The Belmopan City Council has partnered with the Regional Health Office for an eradication program of stray dogs within the City. The operation is being carried out by a city council supervisor, a member of both the Health and Police Dept. Ismael "Miley" Garcia is the City Administrator for the City of Belmopan.

The Belmopan City Council in conjunction with the Regional Health Office has agreed to a Stray Dog Eradication Program. What happens is that in the market place and in several public areas, a number of stray dogs can be seen, even some carrying skin diseases. So at this time, the Council along with the Regional Health Office has decided to take on a Stray Dog Eradication Program. We did public notices, we published it in newspaper, and I have even been on the radio talking about it. The operation started on Sunday 15th and it is supposed to last until the 20th of the month.

The group of three will carry out the exercise during the night and early hours of the morning. Garcia explained how it is done.

Yes, the baits are fed to the stray dogs. I want to assure the Belmopan public that none of this bait is ever thrown into yards or for dogs that are tied, whether the yard is fenced to not. It is not always only stray dogs that are roaming the streets and that's why residents are informed that it is ongoing so that residents can secure their dogs.

But the initiative is not only to rid the strays of the streets. Garcia says it's also an effort of the council at improving security.

I also want to say that one of the problems with stray dogs and one of the complaints we have been getting at the Council is that stray dogs pose a security problem. As you know, from time to time we do have burglaries occurring in Belmopan and one contributing factor we think is that a number of time when residents hear their dogs barking outside, they look outside and normally it is just a stray dog that is passing by that is what is causing all the commotion in the neighbourhood. Eventually it becomes so commonplace that these stray dogs are causing such commotions that eventually residents don't even look out when they hear the dogs barking because they just assume that it is just a stray dog passing. We think that criminals have been taking advantage of this situation.

The program will conclude on Friday April 20th.

Killing the excess animals
For many years, all over the world, authorities and animal protection organisations
have considered that the only way to get the stray "overflow" problem
under control was through killing. In some places, they try very hard and
manage it with well-trained staff, as in parts of the USA. However, we are
confident that most people would agree that this should not be the goal of the
problem solving and, also, it is a very expensive method. Thus, eliminating
the "overflow" by killing removes the symptom but will never remove
the problem.
In other countries, they try very hard to catch and kill stray animals, but do not
succeed in catching all of the animals within 2 months, the length of pregnancy
of dogs and cats. The remaining animals will do their very best to refill the
territory by producing young. This is typical of places like Sao Paolo, the
Mediterranean and Middle Eastern countries. This leads to a permanent stray
population, the numbers governed by the "holding capacity". Thus, if it is not
possible to catch all the stray animals in a territory within the breeding
time, the total population will rise again to the "holding capacity".
