None of this sounds unreasonable at all,
entrance fees, boat permits, dive flags?? whats wrong with this, and OMG can you imagine the place if we let folks visit with out a tour guide?
IMHO you shouldn't be allowed to visit Tre Cocos, Mexico Rocks or Rocky Point either, with out the same rules being in effect.

It doesnt sound completely correct. There is a govenment gazette that posts the fees and rules etc. i have it at the office but would have to dig for it. The fees for all national parks were amended and gazetted this year. Hol chan, like all other national parks must gazette changes to fees and rules.

I dropped by the Hol Chan Office and asked because this story sounds unbelievable.
The office of the Hol Chan Reserve said there is no park fee charge for Belizeans no matter how you became a Belizean, naturalized or not, a Belizean is a Belizean no charge, same as when the park was made over a decade ago.
All the rules and regulations they have at The Hol Chan Marine Reserve are reasonable and made by intelligent people.
No rules have changed!

I heard it started at Pedro's...but that's probably just a rumor
