Changes in the hierarchy of the police command were announced today as was the zoning of the city. The changes, the police say, will provide for better policing and give the community more accessibility to the police in their anti-crime efforts. News Five痴 Jose Sanchez.

There were several changes made to the command and structure of the police department. For Belize City, the most relevant structural modification is the establishment of four precincts to provide one hundred percent of services to the city.

典hese precincts will be staffed by uniformed patrol officers responsible for be it patrol and preventative duties. They値l have traffic officers within; they値l have intelligence officers within; they値l have community police officers within; they値l have criminal investigators within. The intent is that no longer do we want when a person comes to one of our stations for service, there is a delay and there is a turn around and they need to be sent to Queen Street. We have established four police precincts across Belize City. Precinct one is located at the corner of Kut Avenue and Euphrates Avenue and that precinct is under the command of Superintendent Alden Dawson and I値l ask him to stand. We have precinct two which is established at the lower flat of this police headquarters building and the commander for this precinct is Superintendent Alford Grinage. We have precinct three which is at the lower flat of what was the former patrol branch building at Queen Street and the commander for precinct three is Superintendent Gualberto Garcia and I値l ask him to stand also. And we have precinct four which is located at the existing Belama Police station and the commander for that precinct is Assistant Superintendent of Police David Chi and I値l ask him to stand.

溺y name is Ashuk Chan, I am from the Indian Police Service. I致e done more than twenty year policing in the capital of India, Delhi. I have worked in various fields in the police department. We in India have a lot of terrorism and so I did the anti-terror network in Delhi for about seven years and then I did the crime investigation unit for a number of years and I致e also been in what you call the police field duties.

The Special Branch, an intelligence unit, will now have few members.

展e致e not been able to get timely information on intelligence to be more proactive in terms of stopping crimes from being committed. We致e done some changes in that branch where at Eastern Division we致e reposted the commander as well as the deputy and a number of the other personnel who are there. The intent is that we would have a smaller special branch in terms of numbers, but we believe that with clear guidelines and terms of reference the smaller numbers may be able to yield better benefits to us. Hattieville and Ladyville, we have placed an additional senior NCO at the Bermudian Landing police station. We have placed a junior NCO at the Burrell Boom station. We have placed an additional junior NCO at the Maskall police station and we are also assigning six additional police officers to the Rural Sub Formation and we believe that the additional personnel as well as the NCOs will lead to improve performance at that area. I know recently we have been challenged that whilst we致e did a number of operations in Belize City to control the situation, we had the balloon effect where a number of shootings and murders took place in the Ladyville area as well as the Hattieville area.

Whylie announced the establishment of senior officers as four regional commanders responsible for different parts of the country. Regional Commander for the North is Senior Superintendent Joseph Myvette; for the Eastern Division Assistant Commissioner of Police Miguel Segura, for the West, Superintendent Aaron Guzman and the Southern Regional Commander is Senior Superintendent Robert Mariano. Police Take A Precinct Approach

Since Allen Whylie took command of the Police Department on January 9, 2013, he has not made any public appearances to give updates as to the changes he's been making to the command structure of the department.

But as we showed you, there was a paradigm shift 6 days later in which the different police departments had to meet performance targets. It is a strategy in which the officers from different stations around the country must actively work to decrease crimes in their jurisdiction. The most effective formation commanders are recognized and awarded with cash prizes at monthly intervals.

Also, there is an ongoing restructuring of the Special Branch as part of the department's initiative to try to improve information efficiency.

Today, the new Commissioner broke the silence and announced a new strategy for policing in Belize City. Daniel Ortiz has that report.

Commissioner of Police Allen Whylie took command of the Police Department in January of this year. Based upon his assessment over the past few weeks, he has come to the conclusion that as the Department currently is organized, it is ineffective at performing its duties and obligations to the public.

"We cannot be satisfied in terms of the status quo, and the way how things have been done in the past. And whilst there will be pit falls, challenges and difficulties, rest assured that we firmly believe that the senior leadership level, that these changes are for the betterment of the department as well as the services to the nation."

As a result, the policing zones of the country have been re-constructed to ensure that the daily administration of the different police departments is being controlled by very senior officers. The idea is that the public will be able to hold the most experienced and long-standing members of the department to task as the different police stations deliver service. They have been reorganized into 4 different policing regions based on the country's quadrants.

As such, the Commander of the Northern Region is now Sr. Supt. Joseph Myvette; ACP Miguel Segura will command the Eastern Region.

Supt. Aaron Guzman will Command the Western Region while Sr. Supt. Robert Mariano takes command of the Southern Region.

But the biggest change comes from the way the Eastern Division - now a part of the Eastern Region - will be dealt with strategically. Statistically, Belize City, which is a part of this region, has always been a great challenge to the law and order that the Police Department seeks to realize.

Recruit Squad #88, comprising of 130 new officers who are about to graduate and pass out into the Police department will be almost fully absorbed into the Eastern Police Region. The Commissioner of Police explained that it is in line with a new system of policing for Belize City.

"100 of these recruits have been posted to Eastern division. It's unprecedented; it has never happened before, but we believe that with the deficiency we face, this infusion will lead to the kind of positive results. And that recruit - 100 recruits are going into precincts, which is the new concept of policing we're doing within Belize City. We have established 4 police precincts across Belize City. According to Whylie, this change improves their services to the public because each precinct will have the ability to deal with all reports instead of having to divert complainants to the Queen Street Police Station. The Department seeks to improve relationships with the different communities and as a result, each precinct will have 4 quadrants which will be responsible to foster the development of more citizen based initiatives such as citizen patrols, neighborhood watches, and community coalitions.

It is a big task to try to mend fences with the communities which are distrustful of a department which they perceive to be corrupt and abusive. As a result, the Commissioner is sending a clear statement about officer discipline.

"To signal my commitment to the citizens, we also - this administration is serious about the issues of complaints against police and allegations of unprofessional behavior. I have made conscious efforts to strengthen the work of the Professional Standards Branch, and I have - and I hope that my appointment of a very senior officer to that branch will signal to the nation, as well as internally to my police colleges, that I am very serious. I have appointed Assistant commissioner of police Mr. Noel Leal to that branch."

The Department is calling on the community to sign up for citizen cooperation. The Commissioner is hoping that in the first instance, at least 100 volunteers will step forward.

Belize Police Commissioner Presents New Plan of Action

The Police High Command, headed by newly appointed Commissioner of Police, Allen Whylie, has presented a new plan of action to fight crime on a local level. It has come about since his taking over command of the Police Department on January ninth of this year and following a number of meetings with his deputies. There are four new precincts as described by the Police Commissioner, with specific zones within which to operate.

"We have made a number of changes to the organizational structure of the Belize Police Department. Now, these changes, we believe are being made to improve the effectiveness and the efficiency of the policing services that we are delivering. We cannot be satisfied with the status quo and the way things have been done in the past and while there will be pitfalls and challenges and difficulties, rest assured that we firmly believe that at senior leadership level that these changes are for the betterment of the department and as well as the services to the nation and I will go through some of them. The first thing I want to is to introduce the Advisor to the Commissioner, Mr. Ashuk Chan; he came into the country in January and since then he has been busy in terms of not only visiting the various units but also speaking with the senior as well as junior officers to try and establish some of the difficulties and challenges we face and since then he has made a number of recommendation in terms of some of the improvements that we can do. Those recommendations are presently being analyzed and different committees have been formed in order to move some of those recommendation forward; some of them are easier to do and some of them will be a little bit difficult to do but we are committed to ensuring that the necessary changes and improvements are done. Also, the police headquarters has established a policy group; that policy group comprises of the senior leadership and that group is responsible for us to meeting a monthly basis or as the need arises, more regular in order to develop various policies as well as strategies in terms of where we want to see the Belize police department go. Since I took over we have had a number of meetings and that has resulted in a number of new policies and as well as old policies presently being reviewed. One of those policies that we have completed and will very shortly we will be publishing is the promotional policy which governs promotion within the police department especially for the junior ranks; that will be published very shortly. We will be setting out a new syllabus in terms of examinations along with dates and promotional exams will be held for the lower ranks."

Commissioner Whylie says that there are funds for another intake of around 135 recruits, an exercise that costs around a million dollars.

A Reorganized Police Department

The Police Department has undergone significant reorganization to make it more effective in controlling crime. The man at the helm and who is ultimately responsible for the transformation is Commissioner Allen Whylie. He痴 been in the post since January and has been working arduously to achieve the transformation. Three months into the task, he called a press conference to give the public an idea of what the transformation looks like.

Whylie explained that for better management and accountability, the country has been zoned off into 4 major areas. Those are: the Northern, Easter, Western and the Southern Regions, each having a senior officer in command and responsible. The Northern region is being commanded by Sr. Superintendent Joseph Myvette; Assistant Commissioner of Police Miguel Segura is in charge of the Eastern Region; Superintendent Aaron Guzman has the Western Region and Sr. Superintendent Robert Mariano is in charge of the Southern Region. Within each of the regions, there are sub-divisions also with senior officers in charge to decentralize authority and hold particular individuals responsible.

The region of greatest concern is the Eastern Region where Belize City lies. Here is where the concentration of efforts are taking place and a new approach is being implemented. In Belize City, the concept of precincts are being introduced where four have been formed. Precinct one is located at the corner of Kut and Euphrates Avenues and is commanded by Superintendent Alden Dawson. Precinct two is located at the lower flat of Racoon Street Police Station and is commanded by Superintendent Alford Grinage. Precinct 3 is located at the Queen Street Police Station and the commander is Superintendent Gualberto Garcia. The fourth precinct is located at the Belama Police Station and is commanded by Assistant Superintendent David Chi. According to Commissioner of Police Whylie, the move is to decentralize authority and hold particular officers responsible for particular areas.

Whylie stated that each of the precincts will be equipped with crime fighting tools, which will see optimum performance from each. Each of them will have Beat Patrols, Mobile Patrols, Traffic Officers, Criminal Investigation Officers, Community Policing and Special Branch officers.

The man ultimately responsible for the Eastern Region, ACP Miguel Segura for his part, explained that each of the senior officers in charge of the precincts will be responsible for the effective utilization of resources at his command. That officer will also be responsible for the efficient delivery of service to the communities they serve and will be held responsible and accountable by the officer commanding the Eastern Region. Under the new precinct system, it is expected that there will be increased police visibility in the city, patrols will be more proactive, and response time will be improved. Most importantly, it is expected that there will be greater positive interaction between the public and police officers.
