Hey I have a friend who is from Brazil. Does he need a visa or can het just get his passport stamped every 30 days

Clarifying - the 30-day stamp is a Visa. Just not one you need to arrange in advance. Check with immigration office for details on Brazil.
I recently had a friend from Venezuela visit and she did not need any pre-approvals. I believe this is the case with all of the South American countries, but best to check first-hand.

The web pages are out of date and incorrect. Brazilians do not need a visa for Belize. This was changed March of 2012 for Argentina, Brazil and Chili.
If connecting thru the US, they need a visa for the US even when just intransit.
