I am guessing that Thipaya.tvg.cc:9988 is the web address you connect to in order to see your internet cameras.
When they say it is not online - they're basically acknowledging the same problem you initially reported in this thread, which is you can't see your cameras outside of your home network.
This image (if it displayed), is what I found searching for other tvg.cc web sites. It was a link to someone's personal web cams login page. Do you normally see this image prior to connecting to your internet cameras? I think you should see something like it.
What Loansum-Al K mentioned above is also correct. Do you own more than one computer - i.e. one besides your laptop? The cameras are typically connected (via the network, wifi or with a cable) to a computer. That computer is then set up to be seen by the outside world:
- have to open ports on your router to allow that computer to be seen by the outside world.
- since you connect to a URL (web address) of Thipaya.tvg.cc:9988 to see your cameras, that means either tvg.cc or some other service is providing you with a static IP address, OR they run a service known as Dynamic DNS - where when your IP address changes (which can happen any time your service provider decides to do it, but also power outages), something on the internet gets updated to tell it that Thipaya.tvg.cc:9988 is at a new IP address.
