Letter: Garinagu, reparations and CARICOM
On December 10, 2013, CARICOM released a statement regarding the pursuit of reparations from former colonial powers. In the statement, it stated that CARICOM member nations would each "set up national committees on reparations, to establish the moral, ethical and legal case for the payment of reparationsto the nations and people of the Caribbean Community, for native genocide" The legal firm from whom they sought advice, the Leigh Day law firm from England, had won for the first time ever, a ruling for the case to go forward, in court, for Kenyans, against the government of Great Britain, for the atrocities they suffered during the colonial period, for torturing the Kenyans. The key here seems to be they won a ruling to go forward in court for what occurred during the colonial period at the hands of the British. Armed with this reality it seems the Caribbean Community took that as ammunition for the fight for reparations for atrocities committed during slavery and to the native people of CARICOM countries, during colonial times.

Renan Briceno Acquitted of Murder; Victim's Family Disappointed
After 2 and a half years on remand, Renan Briceno, nephew of Orange Walk Central Area Rep, John Briceno, managed to walk out of court a free man after Justice Troadio Gonzalez found him not guilty in a trial without jury today. It's very significant ending for Briceno and his family, but the family of the man he was accused of killing, 19 year-old Dale Tillett, was beside themselves with disappointment at the outcome of his case. The prosecution, led by Crown Counsels Shanice Lovell and Portia Staine has been calling witnesses to testify against him. Their key piece of evidence against him came from Albert "Long John" Fuentes, who you will remember, was killed last year January in the George Street mass murder. He couldn't testify, but the crown managed to get his written testimony in evidence. Fuentes said in his statement that he and Tillett went to Palm Island and he went outside. He said that on Saturday, December 31, 2011, while he was waiting for Tillett to come out he heard gunshots.

Minister of Health & CEO React To News Of KHMH Audit
Yesterday, we showed you our extended coverage of interview with the Chairman of the KHMH Board, Chandra Nisbet-Cansino, in which she revealed the Auditor General's office is being called in to investigate the recent purchase of X-Ray machines which is costing the hospital several hundred thousand dollars. The board is trying to ensure the hospital is getting value for money, and today, we got a reaction from the Minister of Health and his CEO, Dr. Peter Allen, about the revelation in which mismanagement of public funds is suspected once again. Here's what they told us: Mike Rudon - Channel 5 News "Is it troubling to you that this is yet another audit in a round of audit, which have uncovered some troubling things? Is this a matter of concern to you as CEO in the Ministry of Health?" Dr. Peter Allen - CEO, Ministry of Health "Well, of course it's of concern, but I'm very proud of the fact that when we see things that are of concern, we take an appropriate response. Certainly, as you can see, there is never any attempt to hide or cover these things up, and indeed, in the case of Karl Heusner, we hope that there is nothing wrong, but we will await the results of the investigation that will be done an independent and official body, the Auditor General's Office."

Melinda Guerra Is Still Being Transferred; No Public Service Hearing Scheduled Yet
But, the Ministry of Health, the Ministry of Public Service, and the Auditor General's Office is already dealing with the audit of the Central Health Region where $85,183.49 is believed to have been mismanaged. The main person implicated in that audit is the Central Health Region's Manager, Melinda Guerra. Yet, there are works to transfer her from that post to another senior post. The audit's revelation hasn't stopped the process and today, we asked the CEO if it is still wise to make such a move: Mike Rudon - Channel 5 News "In terms of the Central health region, can you give us an update on the status on Melinda Guerra? The last we had heard she was to be moved to take over the Western Region as the manager, is that still in the works?" Dr. Peter Allen - CEO Ministry of Health "Well you know, I'm not entirely sure because transfers, of course again, do not come under the purview of the Ministry of Health but under the per view of the Ministry of the Public Service, so you best address that question to the Ministry of Public Service. Our recommendations remain the same."

Nasley Is Awaiting Her Public Service Hearing
But Nasley Sommerville, the Administrator of the Southern Regional Hospital, was also implicated in another Audit report where just over 366 thousand dollars was embezzled from the hospital's Maternal and Child Health account. Still, as far as we know, there have been no criminal charges, and the Public Service's Commission hasn't held a tribunal on her case yet. Today, we brought that issue back to the CEO, and he told us that he's been trying to verify what the status of the case: Dr. Peter Allen - CEO Ministry of Heath "In fact not the same in the south, where the officer particularly implicated in the south has always proclaimed her innocence and were of course being threatened with various lawsuits by people who say we should not have conducted an audit or conducted an investigation, but we are determined to do the right thing, but we are also determined that the appropriate authority will the ones to make the final decisions." Mike Rudon - Channel 5 News "In the south, we understand that Nasley Sommerville is still on suspension, what's her status?"

Hundreds Of Thousands of Public Funds Gone; Will We Get it Back?
But put together, in those 2 audits alone, it would suggest that just under a half a million dollars from the Ministry of Health was mismanaged or misappropriated. If this other audit into the KHMH's purchase reveals that the transaction was dubious, that would take that number up to almost million dollars in public funds. Today, we asked the CEO about the steps being taken to try to retrieve them, and he told us that the Ministry is doing all that it can: Daniel Ortiz "What is the activity that will take place to retrieve these funds, which have been mismanaged?" Dr. Peter Allen - CEO Ministry of Health "Unfortunately, it's not under our authority, that will be for the courts to decide." Renee Trujillo - LOVE News "Tax payers and the public out here, they are hearing about all these financial discrepancies being founded out and investigations being carried out, and we all know investigation can take a lengthy period of time, what system is being put in place to avoid a reoccurrence of these financial mismanagement in all institutions, the south, the central and the Karl Heusner."

Big Police Promotions; New Criteria; Police Minister Swipes At Media
Today, over 160 officer within the Police Department got a promotion to a higher rank. It's been in the works for months now, and we'll get to the process that the Department used to assess which officers were eligible for promotions and which ones weren't. But, first, we take you to a section of the Commissioner of Police's Speech in which he announced that 10 officers were promoted because of great police work: Allen Whylie - Commissioner of Police "I want to also mention that of all the officers here, there were also 10 officers, who were given special promotion by the commissioner of police after consultation with our senior officers that make up the policy board. 3 of those officers were promoted due to heroism, the acts of bravery that we consider to be heroism. One of them was involved with an assailant after a robbery had taken place in a banking institution here in Belmopan, he single-handedly caught the robber, he was injured in the process, the robber was injured in the process, we have 2 others from Belize City who like wise going about their duties witness a shooting, they responded fearlessly, pursued the shooter, located him, recovered the weapon, identified him, he was arrested and charged, he pleaded guilty to some of the charges, the victim died, the charge has been upgraded, just last month the preliminary inquiry cause to that matter was submitted and it has been sent up to the Supreme Court. There are 7 other officers who are being promoted due to their, what we consider dedication to duty, they are always there, they are always performing to their maximum, and I make no apologies for promoting these officers, we have got to encourage people to be professional throughout their tour of duty and their time and to do the best "

OC's Ranked Up
Among those officers who got promoted today was Miguel Segura. He's been moved up from the rank of Assistance Commissioner of Police to Deputy Commissioner of Police. It's an important promotion for Segura, who has been running Eastern Division past 18 months. It is widely accepted as one of the most difficult jurisdictions to police because of the Belize City Gang landscape. Today, we asked him and his boss, Commissioner Whylie, about his qualifications for Deputy Commissioner of Police. We also met his colleague Alden Dawson who gave us a reaction to his own promotion: Miguel Segura - Deputy Commissioner of Police "With 28 years into this business, is commitment. Basically the rank of a deputy is to assist the commissioner, the terms of references is to assist in the policing plan, the direction for where the department wants to go, and in times act in his absence and also other task that may be given time to time, but it is in support of the office of the commissioner." Daniel Ortiz "Sir is it any different from the management aspects of O.C.E.D. in many ways, we know that Eastern Division is one of the toughest police jurisdictions to police" Miguel Segura - Deputy Commissioner of Police "Indeed, I will more or less have a national perspective now instead of when I was O.C.E.D, I had the Belize judicial district under my command, now I have to look at the whole national policing aspect, so the commitment and the challenges is to look at from a holistic national approach."

Police Bosses Confident In The New OCED
Deputy Commissioner Segura's replacement in Eastern Division is the newly promoted Assistance Commissioner of Police Desiree Phillips. Today, we got a chance to ask the two bosses, as well as one of the officers she's commanding if she's up to the job of taking on the jurisdiction. Here's what they had to say: Daniel Ortiz "Are you confident in your replacement Ms. Phillips?" Miguel Segura - Deputy Commissioner of Police "Very confident because of the history, the experience, the commitment that she has there is now two questions about it." Daniel Ortiz "Does her new rank affect the relationship between Eastern Division and Police Precinct 1?" Alden Dawson - OC, Police Precinct 1 "No of course not, I have been working with Ms Phillips for many years as a matter of fact I have been with the department for 25 years. All those years, I've known Ms. Phillips, she was the deputy under Ms. Segura as O.C and I work well with all officers. It's all my colleagues, I have no problem with her being the O.C."

Gino Peck Is Now A Sergeant
Among those 168 officers who were promoted was Gino Peck. He's moved up in rank from Corporal to Sergeant. Now, viewers may remember that he was charged with gun offences, and he was convicted in the Magistrate's Court. His prosecution was perceived as creating a rift in the relations between the police department and the elite team, the Gang Suppression Unit - and its former commanding officer, Marco Vidal. Still, through extraordinary circumstances, he managed to dodge jail time for a firearm conviction, with the support of the Department and certain sectors of the public. That happened at the end of January, and senior observers who understand the workings of the police department, tell us that whether or not he should have been prosecuted and convicted for those charges, the conviction should have been a barrier to his promotion, since it happened less than a year ago. Today, we asked his boss about that. We also got a chance to speak with Gino himself, about that firearm conviction, and its effects on him as a police officer trying to move on:

ComPol Insists No File For COLA; Investigation Ongoing
And Commissioner Whylie has rarely been granting press encounters, and so today - while we had the opportunity - we asked him for an update on the investigation of the passport scandal. Here's what he had to say: Daniel Ortiz "How has it progressed since the last time you've spoke with the media" Allen Whylie - Commissioner of Police "Well I know that the file was returned by the DPP to the Head National Crime Investigation Branch, he has a team of senior officers who are continuing that investigation, the instruction that he have indicated to me from the DPP was to continue the investigation, they are continuing, they are trying to comply with the guidance that she gave to them." Daniel Ortiz "Now sir, the one issue the COLA keeps on bring up is the letter you wrote to their attorney, in which you told them that you couldn't release the details of that investigation, you couldn't release the file to them because it's on ongoing matter, why is it so a matter of disclosure that they can't get a hold of this file."

ComPol Discuss His Officers, Whose Names Were Called In Cervantes Investigation
And one other matter that the press took the opportunity to ask the Commissioner about was the Cervantes Investigation. All through the inquiry into the murder of 71 year-old Ramon Cervantes, we've been hearing reports of police officers who may have been implicated in his abduction, torture, and killing. Still no police officer has been charged, even though members of the Orange Walk community have been demanding it. We asked the Police Commissioner about the links that the officers in question reportedly have to the case. Here's how he responded: Reporter "Mr. Cervantes was on the media sharing his own concerns with the pace of the investigation as well as the fact he had to go beyond normal means to be able to get charges read, but the main question I have to ask is his concern regarding 2 police officers that were detained, what information do you have, because even the general population is saying that these are officers of the state, involved, brought in for questioning of the handcuffs, what information do you have clarifying to the release of these two officers."

Health Minister On The Exit of Carlos Perrera
And we take a break from the police promotion ceremony, and continue with our discussion on the current urgent matters at the KHMH. As we've told you, Director of Finance Carlos Perrera was terminated by the KHMH Board. The Audit Team which will investigate the purchase of those X-Ray Machines will look into a section of his tenure at the Hospital's Finance Department. We asked his Minister, Pablo Marin, about the political implications of his vacation from that post, given that Perrera was his political colleague. Mike Rudon - Channel 5 News "Carlos Perrera is your political colleague, what is your feeling, he has been for months now at odds with the board, there has been a lot of reports of unauthorized trips of discrepancies in finance, what's your feelings towards that politically."

CEO Gary Longsworth Will Be Invited To Reapply
And about the other senior post which will open up, we asked both the Minister and his CEO about the decision to seek candidates for a new CEO of the Hospital. First though, he corrected us that Gary Longsworth isn't actually leaving. His contract isn't being renewed, but when the Board advertises for candidates for the job, they will also accept his application amongst them: Renee Trujillo - LOVE News "Did the board consult you as CEO or Minister Marin when considering not to renew Dr. Longsworth's contract and if so, how long in the making was this decision." Dr. Peter Allen - CEO Ministry of Health "Well, I sit on the board as a representative of the Ministry of Health, and I know that these have been discussions, but as far as I aware, Dr. Longsworth is well thought of by the board and is welcome to apply, but the board has decided from some time ago that the end of this contract period, it would be appropriate to advertise and give everybody and opportunity to apply for this important position including of course, Dr. Longsworth."

Health Ministry Support KHMH Staffers For Pay Raise
And finally from the CEO for tonight, we asked him about the decision of the Chairman of the KHMH Board to intervene on behalf of the public officers working inside the hospital. He says that the Ministry supports her decision to request that pay increase at the end of the month, and hopes that the government looks favourably upon it: Dr. Peter Allen - CEO Ministry of Health "The Ministry's position is that the staff of KHMH server an extremely important purpose in our nation health system, they are central to it, and we believe, that they will be entitled to raises in staff that would be commensurate with the salary raises that other officers are receiving through the kind agreement of the Ministry of Finance, so we will be supporting the board in its request for those increases."

Mayor Simeon Lopez's Vehicle Stolen?
Tonight, Belmopan police are investigating the theft of the vehicle belonging to the Office of the Mayor of Belmopan. It was being used by current Mayor Simeon Lopez, and yesterday afternoon he parked it in front of his office at the Belmopan City Hall. He told us today that when he finished his duties, someone had managed to drive off with the vehicle, even though he had the keys: Simeon Lopez - Mayor, Belmopan City "We believe it was stolen, and I have already reported that to the police, so it is in the hands of the police right now, I believe it was stolen." Mike Rudon - Channel 5 News "Could you give us the circumstances which lead to the disappearance of this vehicle." Simeon Lopez - Mayor, Belmopan City "I don't know, it's very abnormal because I usually park my vehicle, I arrived at the work site about 1:30 p.m. Yesterday, because I had an appointment with a journalist from the Reporter. So I parked the vehicle where I usually parked it, which would be the administration building of the city hall, I went inside, the journalist was already there so I invited him into my office and we had the interview and the little discussion until almost 2:30 I believe.

Vector Control Unit Gets New Mobiles
Today, our opportunity to get interviews with the Minister of Health and his CEO came at a handing over ceremony for a donation from the European Union. That donation was eleven Toyota Hilux 4 X 4 Pick-up trucks at Belize Diesel & Equipment Co. Ltd. compound in Belmopan. This comes as part of a Contribution Agreement from the European Union to improve and upgrade the Vector Control Unit of the Ministry of Health. We asked the donors and the recipients about it today: Dr. Gerardo De Cosio - PAHO/WHO Representative "For the vector control unit, and we are doing through a collaborative agreement with European Union to support Belize in the strengthening of all the vector borne diseases control activities in the country. Basically they will be working on prevention and control and fogging activities." Kim Bautista - Chief of Operation, Vector Control "Total value of the project is some 865,000 Euros, 750,000 Euros directly through the European Union, the balance of the funds coming through counter parts funding, meaning Ministry of Health, and PAHO. The 11 vehicles will be supporting, strengthening and the surveillance of malaria and dengue in Belize. The vehicles that are being handed over today will do directly to the Vector Control Units in the 6 Districts, so we should see a direct strengthening of surveillance in the communities as well as other activities such as ULV spraying or fogging activities"

Ariel Rosado Foundation Awarded 30 Scholarships
Today, the Ariel Rosado Memorial Education Foundation celebrated its 3rd annual awards ceremony. When it was launched in 2011, 14 scholarships were issued, but today that number more than doubled to 30 scholarships in total: 10 for primary school, 7 for high school and 3 for Galen University. We spoke to Dr. Alvaro Rosado who told us more about the foundation: Dr. Alvaro Rosado "The foundation now expects to plateau off at 30 scholarships a year and we will be exerting our efforts and energy and whatever other resources we have in the establishment of a resource centre where students can come in, have access to computers, the internet, while their being supervised in study sessions." Reporter "Will you say that the foundation is meeting its objectives and goals and is that attracting more sponsors?" Dr. Alvaro Rosado "We certainly are, as a matter of fact, just yesterday we manage to get another dedicated scholarship so our decision to plateau might not very well hold because we might get more sponsors that will have to give more scholarships but we certainly are attracting more attention now from the sponsors and we appreciate it, we want to thank them all, if it wasn't for the sponsors we wouldn't be here."

Health Officials Give Usual Run Around Regarding Missing Monies
With so much happening within the nation's largest medical facility, many questions are being raised as to the management's capabilities but more so on the ministry's strategies or systems of monitoring. We say the ministry because one would think that after having the first scandal of financial mismanagement break in the latter part of 2013 at the Southern Regional Hospital involving over three hundred and fifty thousand dollars, the powers that be would have immediately stepped in to put measures in place at the other facilities to ensure that there was no such reoccurrencebut that was not the case as weeks later following the uncovering of questionable expenses at the Southern Regional Hospital, discrepancies popped up within the Central Health Region involving around ninety thousand dollars. Now, today, July 16, some months and hundreds of thousands dollars later, the media finds itself once again before the Chief Executive Officer in the Ministry of Health, Dr Peter Allen, posing questions on some financial irregularities founded.this time at the Karl Heusner Memorial Hospital in Belize City. The fact that an investigation is underway, for many taxpayers, may not be deemed acceptable at this point because as caretakers of the health system and funds allotted to such, it is fair to conclude that a closer eye would be kept on the public purse.

His Sexual Advances on A Man Leave Him Wounded
A 54-year-old, man who allegedly made a homosexual advance at another man, was severely beaten on his head with a piece of wood 2 inches by 4 inches. The blow rendered, Walter Dawson of a Kraal Road address, unconscious with a wound requiring 10 stitches. The retiree, Dawson reported to the police that at about 6pm on July 10, he was at Myrna's Club, formerly Eden Rock Club, located at 10 Queen Charlotte Street in Belize City, when 57-year-old, Ernest Meighan struck him on his head with a piece of wood for no apparent reason. As a result, police detained Meighan and charged him with aggravated assault. The charge would have been a more serious one had Dawson accepted a medico-legal form that was offered to him by the police. With the form the doctor who examined and treated him would have been able to classify his injury. Mieghan pled not guilty to the charge when he appeared today before Magistrate Herbert Panton. He was released on a bail of $1,000 and his case was adjourned until September 11. According to Meighan, who resides at the same address where the incident occurred, Dawson approached him and offered to perform oral sex on him and he told Dawson to wait and he picked up the piece of wood and lashed Dawson.

Police believe that Castillo was the mastermind behind Cervantes' kidnapping and murder. Castillo was deported from North Carolina in 2004 for drug offences. Castillo is believed to be in the companion of a young woman. He has a tattoo of Jesus Christ on the left arm and a tattoo of several images on the right arm. He is of Mestizo decent and is about 5 foot 9 inches in height. If you spot Castillo, you are asked to call 911 immediately or crime stoppers at 922-TIPS. Police believe that Castillo is armed and dangerous.

The mother of 19 year old Dale Tillett was in court as well. She did not take the judgment too well, crying as she made her way out of the courtroom. Scooperazzi in Action: Tracking T.I. and Tiny to San Pedro, Belize and My Past Brushes with Fame
Yesterday, my friend Jamie (who is visiting for two weeks) and I were planning a trip up northto get some sun at a favorite dock and do a bit of swimming. But then I received a message at about 1:30pm, from a Facebook friend in Belize CityT.I. and Tiny were AT THE INTERNATIONAL AIRPORT. They had landed in Belize and they were boarding a Tropic Air flight to San Pedro. Let's stop right here. For those who are sayingWho are T.I. and Tiny? I'd be glad to explain. To those who are a bitcough, cougholder. Or don't like rap (or popular) music or those who cringe at reality shows. T.I. (real name Clifford Joseph Harris Jr.) is a rapper from Atlanta who has had a pretty big career. For the past 10 years, he's recorded with Destiny's Child (you know Beyonce, right?), Rihanna ("Live Your Life", Jay-Z and Kanye West (or Mr. Kardashian) He's had big hits on his own like "Bring 'Em Out" - I think that's the first song that I heard. It was the song Yankee Stadium played (and maybe still does) when ARod came up to the plate.

Belize: A Leader in protecting the marine environment!
A new report from the Wildlife Conservation Society praises Belize's sustainable fisheries programs and shows how the country's no-take zones not only help valuable species such as lobster, conch, and fish recover from overfishing, but may also help re-colonize nearby reef areas. The Society's "Review of the Benefits of No-Take Zones" cites research from no-take areas around the world. Written by Dr Craig Dahlgren, an expert in protected marine areas and fisheries management, the report is especially relevant now that signatory countries of the Convention on Biological Diversity are being required to protect at least 10 percent of their marine territory. The report specifically acknowledges Belize's success in protecting the marine environment and working towards the sustainability of local fisheries. "Belize has been a leader in the region for establishing marine protected areas and has a world-renowned system of marine reserves many of which form the Belize Barrier Reef Reserve System World Heritage Site," Janet Gibson, Director of the Wildlife Conservation Society's Belize Program reports. "It's clear that no-take zones can help replenish the country's fisheries and biodiversity, along with the added benefits to tourism and even resilience to climate change."

Meet Belizean Artist Inga Woods
Inga Woods is a young Belizean artist that comes from a family of five sisters. She spent her early childhood at a farm in Southern Belize and the rest of her life at construction campsites throughout the country. Since she was constantly moving from place to place, she grew accustomed to not having many friends and making the most out of whichever environment she was in. In her spare time she would get scraps of metal that were abandoned near workshops or pieces of junk by her house and try to make her own inventions. Being surrounded by many hard working labourers and seeing their pride in accomplishing a rough task and the genuine joy they had in what they did, made her strive to find her own happiness. Fortunately after searching for a while she found her joyin art.

Belize's lobster, conch, and fish populations rebuild in no-take zones
A new report from the Wildlife Conservation Society shows that no-take zones in Belize can not only help economically valuable species such as lobster, conch, and fish recover from overfishing, but may also help re-colonize nearby reef areas. The report-titled "Review of the Benefits of No-Take Zones"-represents a systematic review of research literature from no-take areas around the world. The report was written by Dr. Craig Dahlgren, a recognized expert in marine protected areas and fisheries management. The report comes as signatory countries of the Convention on Biological Diversity countries are being required to protect at least 10 percent of their marine territory.

Navy divers are in Belize for Southern Partnership Station '14
Navy divers from Mobile Diving and Salvage Unit Two (MDSU 2) are in Belize working with divers from the Belize coast guard service as part of Southern Partnership Station 2014. "Today we took the coast guard divers out," said Navy Diver 2nd Class Robert LaFrance, a MDSU 2 diver. "We got to know each other's work habits a little bit." The divers traveled about 12 miles from shore and dived in crystal-clear water. The clear water makes it easier for groups of divers to stay together and watch each other's techniques. "This group of Coast Guard divers just graduated PADI (Professional Association of Diving Instructors)," said Senior Chief Navy Diver Russell Ciardiello, master diver for MDSU 2 Company 2-1. "For the most part, they don't have any dives since their certifications. It went really well; couldn't have asked for a better operation." The MDSU divers will be traveling and diving in four different countries during the Southern Partnership Station mission, and they will be working with divers at each stop.

Trading Suspended on Mysterious Company Worth $4 Billion Despite Making No Money
The U.S. Securities and Exchange Commission suspended trading Friday of Cynk Technology Corp., a mysterious social network operator whose stock price skyrocketed, despite having no members, no revenue, and no assets. The SEC ordered the stoppage because of "concerns regarding the accuracy and adequacy of information in the marketplace and potentially manipulative transactions in Cynk's common stock." Cynk's stock jumped 23,067 percent in the past month from just a few pennies to $13.90, making the company worth more than $4 billion. The surge began in May, after closing at 6 cents on the 15, and then jumping 3.650 percent to close at $2.25 on June 17. The company's background is just as baffling. Its most recent SEC filing, by Cynk's lone employee Marlon Sanchez, listed its headquarters at an office building in Belize City, Belize, but its suite does not exist, the building secretary told Bloomberg. And its website, introbiz.com (plastered with pictures of celebrities it offers to buy contact information for) appears to have been registered by the Scottsdale, Arizona-based Domains By Proxy.

Stunning Photos Of Sharks And People Document A Vulnerable Species
This place has all the ingredients of shark paradise: Rich ocean currents, a bountiful food supply, and remoteness. Historical accounts of ships sailing these waters tell of an ocean so full of sharks that one could walk on their backs across the sea; of hammerheads the size of whales and schools of reef sharks so vast that, seen from underwater, they blocked out the sun. But my first sight as I descend is not of a shiver of sharks but of a massive gill net draped over a reef like a deflated balloon. A purple triggerfish beats its winglike fins but is going nowhere, the net ensnaring it in a deadly embrace. I take a few photographs to document the scene then cut the fish free with my dive knife. In just one hour I observe a dozen nets drifting in and out of view, as the current relentlessly propels me past steep walls, over coral gardens, and around undersea pinnacles. The underwater landscape is majestic but seemingly absent of sharks and other big fish.

From Belize to Switzerland, five ice creams worth the trip
AMBERGRIS CAYE, Belize, July 16, 2014 - Okay, I admit it. For a guy, I love ice cream. So sue me. I'd rather eat it than sip a fancy merlot, eat hoity-toity food or swill back a couple of cold ones. At times, I try and sneak some out of the freezer before dinner, a habit of which my wife is quite adept at discovering. The telltale signs of drops on my t-shirt or the bit I didn't quite clean at the corners of my mouth are dead giveaways. Like a skilled prosecutor, I usually break under the cross-examination. Still, my theory is that I am not alone and that there are millions of you out there who have the same obsession. Along with magazines like Cigar Aficionado, why isn't there an Ice Cream Aficionado? Well, I for one am going to do my part in revealing my all time top five list. The downside? You might have to spend a small fortune to travel to some of these places and put on a few pounds in the process, but how can you put a price on memories like these? 1. DandE's Frozen Custard and Sorbet: Middle Street; San Pedro; Ambergris Caye, Belize My top choice is a tiny little hole in the wall in Ambergis Caye, Belize. It was a hot day and the name DandE's caught my curiosity. "Care for a taste?" asked the lady with a wicked little smile behind the counter as she held out a little spoon with a sample. "Looks ordinary," I thought, as I slipped it into my mouth. I'm sure at that moment my pupils must have dilated and a previously unknown part of my brain designed just for taste moments like this suddenly came alive. "What is this?" I asked excitedly. "Soursop," she replied, handing me another sample.

Have a new bikini bod to flaunt? Visit Belize, you won't be disappointed
Looking to go slow? That's Caye Caulker's motto. As the rastafarian Bob Marley beats engulf the island, you will find many locals playing the drums on the road-side or the beach and you are welcome to break into a jig. We suggest, you go diving for sure and then move at a leisurely pace (as the motto says) by checking-in at the Lazy Lizard Bar and order a Lizard Drink. Definitely, take the manatee tour at Swallow Caye. Manatees can be seen year-round in this protected area.

Bird-based tourism a sustainable development tool for The Bahamas
A select Bahamas National Trust (BNT) team recently participated in a project kick-off meeting hosted by National Audubon Society (NAS) and the Multilateral Investment Fund (MIF), aimed to educate all parties involved about bird-based tourism as a sustainable development tool. Internationally known Audubon is partnering with local NGO's in Belize (Belize Audubon Society), Guatemala (Asociacion Vivamos Mejor and Wildlife Conservation Society), Paraguay (Guyra Paraguay) and The Bahamas (Bahamas National Trust) to establish stronger bird-based tourism programmes throughout these countries. "Bird-based tourism is not new in The Bahamas," said Karen Panton, BNT Director of Finance & Operations who traveled along with Predensa Moore, BNT Science Research Officer to Belize for the meetings. "However, this project will act as a catalyst to bring all the stakeholders together to participate in creating a national nature tourism product. We want to extend its impact; to help Bahamians particularly in the family islands to better prepare and benefit from targeting and participating in nature tourism."

MAN VS FISH
While lionfish has been turning up on menus across Belize's coast, the Pirate's Treasure Restaurant, connected to a series of bungalows called the Pirate Villas, is the only restaurant in Belize that serves lionfish as its only fish. "Ninety percent of my customers order lionfish," owner Jason Gilbertson told us, "so I had to get rid of snapper." Gilbertson is an Atlanta transplant whose Belizean girlfriend, Maresha Reid, is the restaurant's head chef. Her specialty: pia colada lionfish, which despite sounding like a very unserious dish, is actually quite wonderful. The fish has a sweet caramelized coating from spending a night in a marinade of pia colada before being flambed (Reid uses the whole drink, according to Gilbertson). Its flesh is firm but still moist, and surrenders willingly to the bite. At the same time, its flavor only differs in degree but not kind from other edible fish, making it an ideal ingredient for experimentation. Jason gave us a lift back to San Pedro in his golf cart-the island's de facto transportation. His dog Pirate, part pit-bull and part Labrador retriever, lay at his feet. As he navigated the cart around puddles in the dirt street, I asked him how he obtains the lionfish, since no other restaurant in San Pedro I had approached was currently serving it.

Student among winners of Caribbean-wide tech competition
The winner of the competition was William Mahler from the University of Belize, who won a trip for two to attend Canto 2014 in the Bahamas plus hotel accommodation, one tablet and US$1,000. The third place went to Allison Arnaez from St Paulus School, Suriname, who was awarded a smartphone plus US$250 and in fourth place was Andrea Gutierez from St Andrews Anglican School, Belize, who won a smartphone. Speaking about the change in format to video, Canto secretary general Regenie Fraser stated: "The objectives of the reformed competition included: encouraging the youth to utilise their ICT tools such as mobile phones, tablets, laptops etc in a positive way; educating the general populace about broadband, its uses and impact and sharing the mission of Canto through popular outreach mechanisms such as social networks."

T.I. AND TINY HEAD TO BELIZE FOR TINY'S BIRTHDAY
With all of the sub-posting on social media seemingly out of their systems, rapper Clifford "T.I." Harris and his wife Tameka "Tiny" Cottle are back on good terms. The couple traveled to Belize together to celebrate Tiny's 39th birthday. On Tuesday, the Family Hustle stars were spotted arriving at Belize's international airport, before jetting off to the island of Ambergris Caye. Sources claim the lovebirds are staying at a lavish resort in the island's San Pedro city. T.I. ADDRESSES MARITAL ISSUES ON 'THE WORST' REMIX Tiny posted a picture on Instagram of long stem roses, balloons and flower petals laid on the floor in a heart shaped design, with the caption: "Happy Birthday to me!!! Coming to America..lol!! Just getting started!!! But it's me & @eclass1982 day b*tches!!! oh & thx baby [kisses and hearts emoji]." News of the trip follows the couple's well publicized appearance at this year's BET Awards.
