SUNDAY, 18th October 2015 as at 6:00 a.m. The National Emergency Management Organization (NEMO) hereby informs that as the area of low pressure moves away from Belize heavy rainfall continues across the country in particular Belize City where residents are being affected by localized flooding. CEMO activated during the night and assisted some 50 persons from the Conch Shell Bay area who had to be evacuated to the UB Building shelter at ITVET.

There was a fire on Supal Street last night due to an electrical wire which fell on a building damaging part of the structure and several vehicles caught fire.

Also during the night a house fell on Jasmine Street and unconfirmed reports indicate a six year old child was injured. A family stranded in the Antelope Extension area is being rescued this morning by the Belize National Coast Guard. The BDF is being deployed to assist CEMO in other areas of the City as required.

CEMO urges the public not drive around in low small vehicles. Residents are asked to be very careful as they move about the City due to the amount of debris on the streets.

There are no reports of flooding in other parts of the country. In the coming days rain will continue according to the forecast therefore more flooding is anticipated. Residents along rivers, creeks, water ways and low-lying areas whose homes are likely to flood are cautioned to move to a high ground with family or to a community shelter. Farmers are advised to start making the necessary preparations for their livestock and crops. Drivers are asked to slow down and to put on their hazard lights when driving through rain.

AREA OF LOW PRESSURE AFFECTING BELIZE
SUNDAY, 18th October 2015
10:00 P.M.

NEMO hereby informs that even though the weather is improving in some parts of the country the main concern is that the water is heading down river, which is likely to cause the Mopan and Belize Rivers to flood. The low tide which occurred at 6:25 p.m., this evening caused most the flood waters to recede in Belize City. The next high tide is at 1:13 a.m., Monday, 19th October and if the rains continue water levels could rise a bit, but will run off again tomorrow morning at the next low tide at 8:34 a.m., when the remainder of water is expected to drain off the city. Moist and unstable conditions will produce more showers but the country should experience improvement in the weather by Tuesday or Wednesday. The forecast is for periods of scattered showers. Everybody is asked to remain vigilant.

SHELTERS

-In Belize City 2 Shelters are opened, ITVET with 80 people and YWCA with 27 people.

-In Orange Walk San Jose Community Center is open with 60 people.

-In Corozal 2 shelters are opened, Guadalupe R.C with 16 people and Mary Hill with 6 people.

-In San Pedro R.C School is opened with one family.

- A total of 194 persons are in shelters countrywide. All shelterees were fed.

ROAD CONDITIONS
Closed:
-In Gracie Rock water is 2ft above road and is impassable and closed to vehicular traffic.

-Hopkins /Sittee River road

Flooded and Passable:
-Sarteneja road is flooded but passable ONLY to LARGE vehicles.

-White Ridge Road leading to Gales Point is flooded but passable to large vehicle

-Maskall road is flooded but passable and in some areas the road is washed out and poorly lit.

RIVER CONDITIONS
-The Belize River is rising and residents of Grace Bank; St. Paul's Bank; Willows Bank; Double Head Cabbage; Bermudian Landing; Isabella Bank; Flowers Bank; May Pen; Burrell Boom, Lord's Bank and Ladyville are asked to observe and make the necessary preparations.

-People living along the Macal and Mopan rivers must remain vigilant as the waters head down-stream will cause flooding.

-In Toledo, Bladden is thirteen (13) feet above normal

-The public is advised to stay out of flooded waters in order to prevent an outbreak of disease.

DRAINAGE
-Digging of drains must be done only after consultation with the utility companies.

-Currently drainage works are going on in:

- In Corozal in Chula Vista and tomorrow in Libertad

- In the Belize District in Lucky Strike

- In Cayo in Paslow Falls, Bullet Tree Falls and Maya Heights areas providing immediate relief to one hundred and one (101) families

San Pedro Emergency Operations Committee Issues Notice

8PM Sunday October 18, 2015

The San Pedro Emergency Operations Committee (EOC) met twice today to assess the current weather conditions and the state of the islands of Ambergris Caye and Caye Caulker.

A tour of the entire island of Ambergris Caye was conducted by all members of the EOC.

Several areas of the island were observed to be inundated, especially along the lagoon in the areas of San Mateo, Boca del Rio, San Juan, San Pedrito, San Pablo and areas of DFC. Some areas were observed to be under seven to 12 inches of water.

The EOC also observed severe beach erosion along the eastern coastline of the island.

Due to the flooding and extreme levels of the high tides, and for health concerns following the heavy rain this afternoon, the EOC has decided that there will be no classes tomorrow Monday October 19th for the entire island of San Pedro Town.

A family of three (3) individuals were evacuated earlier today from the San Mateo Area and remain under shelter.

Earlier today, all water taxi runs to Belize City were suspended until further notice.

Flights to Belize City were diverted to the Philip Goldson International Airport (PGIA) until further notice.

NEMO advises all residents to be on alert for official updates.

Met officer says to expect another 6-8 inches of rain tonight in BC. Weather to remain crummy through tomorrow, improving a little Tuesday and a lot better Wednesday.

Mexican state of QR has declared a state of emergency. Some bridges in Guatemala collapsed.

There was no mention of Ambergris Caye so we must be fine. (?).

Children and adults must not wade through flood waters in order to avoid an outbreak of disease. Water must be boiled for at least one minute and cooled before drinking if you are not using bottled water. Or use 8 drops of chlorax or bleach to one gallon of water, stir it well before drinking it. The ministry of Health will be doing larviciding and vector control activities when the water goes down.

TUESDAY 20TH October 2015

6:00 A.M.

A weak area of low pressure located in the Gulf of Honduras is producing showers and thunderstorm activity across portions of Belize. The disturbance is moving slowly westward to west-north westward across the southern Yucatan Peninsula and into the extreme south western Gulf of Mexico during the next few days. This system will likely produce heavy rainfall across portions of Belize, northern Guatemala, and the Yucatan Peninsula during the next few days.

SCHOOLS

 Belize District: All pre-schools, primary and secondary schools resume classes tomorrow with the exception of Pallotti High School, Queen Square Anglican Upper, St. Lukes Methodist, Unity Presbyterian, Calvary Temple, Bethel Primary, Grace Primary and Sister Clara Mohammed.

 Corozal District: Classes resume in Corozal for all schools with the exception of Guadalupe R.C. in Alta Mira, Fire Burn RC in Fire Burn and St. Viator Vocational High School and Sarteneja (Sarteneja Baptist High School, Sarteneja La Inmaculada RC, Sarteneja Nazarene and Pre Scchool and Sarteneja Community Pre School).

 Orange Walk District: Regular classes resume for all schools tomorrow.

Parents, Guardians and Students are reminded of the following:

1. While classes are resuming in most schools in the affected districts, in considering whether to send their children to school they should assess their individual situation and environments as it relates to the safety and wellbeing of their families and children.

2. They should stay tuned for media announcements regarding any changes that may occur due to unpredictability of the weather.

HEALTH

 People are strongly discouraged from rigging illegal electrical wiring. This practice must cease immediately as it is a serious threat to life and property. Perpetrators will be arrested and charged.

 All who live in flooded sections of the city and other flood areas around the country are strongly discouraged from playing in flood waters for own health safety and that of the community and the country in order to avoid an outbreak of disease. Water must be boiled for at least one minute and cooled before drinking if you are not using bottled water. Or use 8 drops of chlorax or bleach to one gallon of water, stir it well before drinking it. The ministry of Health will be doing larviciding and vector control activities when the water goes down.

 Commencing at 6:00 a.m. tomorrow morning 20th October 2015, the Belize National Coast Guard will be ferrying students from Sarteneja to Corozal Town.

 The Belize River is rising and residents of Grace Bank; St. Paul’s Bank; Willows Bank; Double Head Cabbage; Bermudian Landing; Isabella Bank; Flowers Bank; May Pen; Burrell Boom, Lord’s Bank and Ladyville are asked to observe and make the necessary preparations.

 People living along the Macal and Mopan rivers must remain vigilant, the river is now rising and reports are that the Mopan at La Polvora in Peten is at high flood state as the water head down-stream will cause flooding.

 In Toledo, Bladden is receding but remains 11feet above normal .

This was reported by Cayo District Emergency Coordinator, who is visiting and warning the communities along the Mopan River. As the water heads down-stream it will cause severe flooding in Western and Central Belize. The Communities of Arenal, Benque Viejo, Succotz, Calla Creek, Bullet Tree Falls and Santa Familiar must pay particular attention to this notice.

AREA OF LOW PRESSURE AFFECTING BELIZE

TUESDAY 20TH October 2015

9:00 p.m.

As the rains continue flooding are expected across the country, in the upcoming days.

RIVER CONDITIONS

 The Rio Hondo River is at flood stage and rising. 4 boats and a BDF truck is on standby to assist Douglas and San Antonio residents with evacuation and movement to and from town. Residents are advised to move voluntarily for those who can.

 The Belize River is rising and residents of Grace Bank; St. Paul’s Bank; Willows Bank; Double Head Cabbage; Bermudian Landing; Isabella Bank; Flowers Bank; May Pen; Burrell Boom, Lord’s Bank and Ladyville need to make the necessary preparations to protect life and property.

 The Sibun River is receding in Gracie Rock; however water remains across the road, which is only accessible to high vehicle. In Freetown Sibun the water has receded and the road now passable to vehicular traffic.

 The Mopan River in Guatemala is at flood stage. The Mopan River in Belize is now 2 feet above normal and rising, the Macal River is 15inches above normal. People living along the Macal and Mopan rivers must remain vigilant as both rivers continue to rise. Arenal, Benque Viejo, Succotz, Calla Creek, Bullet Tree Falls and Santa Familia must pay particular attention to this notice. Challilo Dam is 29.56 feet below the spillway, Mollejon is 3.68 feet below spillway and Vaca is 2.63 feet below the spillway

 River monitors will continue to observe throughout the night. The Cayo District Command Centre and Village Emergency Committee are on full alert.

 In Toledo, Bladden is receding but remains 6 feet above normal

 In Bomba the road is impassable due to flooding and is only open to BDF TRUCKS and DUMP TRUCKS.
1. One (1) Shelter is open with 2 persons, others are with family members in the village.
2. Pre-packaged food, blankets and water were distributed to the affected families today.
3. Boats are available to assist people who need to evacuate and be ferried to the other side.
4. The pier at the Maskall River in Bomba Village is under several feet of water with only the tip of the poles still above water.
o All shelterees are being assisted with basic needs.
o A total of 129 persons are in shelter

HEALTH

 The public is advised for one’s health and safety that it is not safe to play in flood waters as it puts the community and the country at severe risk for an outbreak of disease.

 If there is a concern boil water for at least one minute before drinking if you are not using bottled water. Or use 8 drops of chlorax or bleach to one gallon of water, stir it well before drinking.

 Sarteneja water system is down, however repairs should be completed by tomorrow evening. Buena Vista water system has been affected but the water that people are using from the reservoir
is clean. The Ministry of Health in Corozal will be providing purification tablets for all the affected areas. It is recommended to run tap water for 5 minutes before using

 The rigging illegal electrical wiring must cease as it is a serious threat to life and property. Perpetrators will be arrested and charged.

 Cleopatra White Clinic is now open. Vector Control Officers are currently conducting preliminary assessments and spraying to prevent an outbreak of Dengue and Chikungunya.

 In San Pedro, health personnel will start spraying for mosquitoes on Thursday.

 The Ministry of Health is also asking the public to cooperate with these officers as they clean up breeding sites for mosquitoes.

 Blue Creek River is 1 ½ feet over the bridge and rising. This bridge is only passable to large vehicles. Drivers are asked to exercise extreme caution when crossing this area.

SHUTTLE FROM SARTENEJA TO COROZAL TOWN:

 Shuttle runs continue daily by the Coast Guard from Sarteneja to Corozal at 6:00 a.m. and from Corozal to Sarteneja at 3:00 p.m.

DRAINAGE

 Digging of drains can only be done if the utility companies are notified and are involved in the digging. This notice must be adhered for communities using backhoes to dig drains in an effort to drain their community.

The public is advised to continue to pay close attention to NEMO advisories as most of the rivers are under flood watch.

AREA OF LOW PRESSURE AFFECTING BELIZE

Wednesday 21st October 2015

1:00 p.m.

As the weather improves the rains are decreasing which will likely reduce the potential for flooding in some areas.

RIVER CONDITIONS

In Orange Walk the Rio Hondo River is at flood stage and rising. Residents who can evacuate voluntarily are encouraged to do so. In Belize Rural the river is receding. In Gracie Rock the Sibun River is going down. The road is now passable to vehicular traffic.

In Cayo the Mopan River is 2 feet above normal and rising, the Macal River is 15inches above normal. People living along the Macal and Mopan Rivers must remain vigilant. Challilo Dam is 28.91feet below the spillway, Mollejon is 3.38 feet below spillway and Vaca is 4.27 feet below the spillway

In Toledo San Benito Poite the water is 2 feet of water over the bridge and drivers are asked to exercise extreme caution when crossing this area. However, the hammock bridge remains passable.

SHELTERS

In Belize City 2 Shelters remain open ITVET and YWCA with 32 and 20 people respectively. In Orange Walk San Estevan Community Center is open with 10 people. In Corozal, Ranchito Community shelter is open with 29 people. All shelterees are being assisted with the basic needs. A total of 91 persons are in shelters.

HEALTH

The public is advised that it is not safe to play in flood waters as it puts the community and the country at severe risk for an outbreak of disease.

Water Safety

If your water appears discoloured, have a foul odor, dirt or smell of chemical it is contaminated and unsafe for drinking stop using the water and notify your nearest health authority, Belize Water Services and or your local Water Boards. Remember safe water must be used for drinking; washing up; rinsing food; cleaning cooking surfaces; pets; washing hands before eating; brushing your teeth; preparing drinks that need water such as tea, coffee, juices, baby formula; making ice Please remember if your water is questionable you can boil or chlorinate to make safe! The Coast Guard boat is ferrying people in need in order of priority, medical cases, students etc. The boat is not being provided for jolly riding between Corozal Town and Sarteneja. In Maskall area the river is receding. The road remains flooded but passable ONLY to large vehicles. In Bomba the road is impassable due to flooding and is only open to BDF trucks and dump trucks. The pier at the Maskall River in Bomba Village is under several feet of water with only the tip of the poles still above water.

DRAINAGE

Digging of drains are not authorized and can only be done if the utility companies are involved in the digging. This notice must be adhered for communities using backhoes to dig drains in an effort to drain their community.

The public is advised to continue to pay close attention to NEMO advisories.

The National Emergency Management Organization hereby informs that the potential for flooding along the Belize River is being monitored.

SHELTERS

 In Belize City the only shelter that remains open is the YWCA with 40 persons. Assessments and relief operations continues for people affected in Belize City.
 In Corozal, Ranchito Community Centre remains open with 29 persons.
 In Bomba the road is impassable due to flooding and is accessible only to high vehicles. Boats are available to assist people who need to evacuate and be ferried to the other side.

HEALTH

 If there is a concern boil water for at least one minute before drinking if you are not using bottled water. Sarteneja water system should be ready by midday today. Buena Vista water system is functioning. The Ministry of Health is asking the public to cooperate with officers as they clean up breeding sites for mosquitoes.

ROAD CONDITIONS

 Sarteneja road is closed to all vehicles.

RIVER CONDITIONS

 The Rio Hondo River is at flood stage and rising. The relevant assets are on standby to assist residents of the Albion Island and Douglas. The Belize River is receding. The Mopan River in Belize is now 16 inches above normal and receding, the Macal River is normal.

 In Toledo, Blue Creek is currently experiencing a flash flood. The Creek is 3 feet above the bridge. Bladden is rising and is 4 feet above normal. Crique Sarco and Temash River is 3 feet above normal. In San Benito Poite there is 2 feet of water over the bridge and drivers are asked to exercise extreme caution when crossing this area. People are asked to use the hammock bridge.

SARTENEJA TO COROZAL TOWN SHUTTLE

 Daily shuttle runs provided by the Coast Guard between Sarteneja and Corozal Town commences at 6:00 a.m. with the return trip at 3:00 p.m. Food relief was provided to Sarteneja residents last night. Assessments teams are on the ground to determine the follow up needs.

DRAINAGE

 The utility companies must be notified when drains are being dug, communities using backhoes must adhere to this notice.

NEMO will continue to advise the public.
