Tamai: Counting Will Speed Up

And those waivers were signed in May and June of 1993, the run up to that year's snap general election - it's just one symptom of the craziness that accompanies the quest for all the marbles.

And while the political frenzy has taken center stage - at the end of the day, the only thing that matters are the results, the ballots counted. In previous years, voters and candidates had to anxiously wait until midnight or the next day for the official results. But not this time - Chief Elections Officer Josephine Tamai told us that the new election system will ensure the results are in quicker. She explained to Courtney Weatherburne how it will work:...

"We did it for the Cayo North as well where we did the simultaneous counting. Because one of the things that we realize is that people have already went to the polls to cast their vote and people want to know the results. So in order for us to improve on what we do, we have implemented whereby we do simultaneous counting. So all boxes or as many boxes as possible are counted at the same time. Because I know that sometime persons complain that they cannot afford to have all boxes counted. But like I said, it's just for us to be more efficient. We have tried it before, it has worked very well. The Belizean public has the information in terms of the results much earlier and so that is why we are doing it again and we are hoping that it will work again and we continue to improve as we go along."

So while that system is in place, is everything else set for Wednesday? We asked Tamai about this today.

"We basically have everything in place. We've been working and like I said we continue to work, we continue to work beyond hours. We have to have everything ready before the elections and we are basically there."

Tamai told us that the election results should be in way before midnight.

BDF Prepared to Step In on Election Day

In many corners of this country, the issue of politics is taken with much passion and held in great sanctity as was evident in these past few weeks where there were some flare ups in the north and the west. Election Day, however, is expected to instigate some more of that aggression and so it is incumbent on the national security forces to be on the alert. In speaking with the Commander of the Belize Defense Force, Brigadier General David Jones, the military is on standby to render support to the Belize Police Department if necessary.

“During periods of elections such as these we are always on standby; we are ready to move. If the police needs any assistance in regards to any internal security issues that happen within the country, we are ready and prepared to deploy whereever in the country.”

Aside from being support to the Police Department, the Belize Defense Force has been tasked to transport ballot boxes from the polling stations. Commander Jones says that the soldiers who will be assigned for this are yet to be published.

Decisions on Recounts to be Decided by Returning Officers

Depending on which side you ask, there would likely be a prediction of a clean sweep either way. But political observers in the know believe that of the thirty-one seats up for grabs, quite a few will be hard fought. That brings up the question of recounts for those margins that are exceptionally close. Tamai says that any decision about recounts is solely that of the returning officer of the respective area.

“Depending on the decision of the returning officer…the returning officer makes the final decision on how many recounts they will allow, because if the returning officer is of the view that the request is unreasonable, then he or she may not grant the recount. They will proceed, and then whatever challenges they have, it will have to be taken to the Court through an election petition.”

“In terms of being reasonable, one of the margins in Cayo was I think seventeen, which seems eminently reasonable to me, but the returning officer still did not allow the recount.”

“Based on the information I received the last time around on why they did not allow the recount was that persons had already signed off on each box to say that they were satisfied that those were the amount of votes the person had received. Further information relayed to me was that at that point when the recount was requested, it was when the candidate had already left the room, and it was only then that he came back requesting a recount.”
