Dentist arrested in the US for injecting semen into his patient’s mouths attempts to open clinic in San Pedro - Quick action from the San Pedro Police Department has prevented a possible fraudulent businessman from opening his doors to the public and offering his dentistry services to the island community of San Pedro, Ambergris Caye, Belize.
The office of Oceanside Dental located at the Four Sisters Plaza on Pescador Drive was shut down before it could open on its inaugural day of business after the San Pedro Police Department was tipped off about the dentist’s past criminal business practices in the United States of America. On Monday, December 7, 2015, the businessman was detained by the police pending investigation into his case.
Dentist John Hall was accused in the United States for violating dentistry’s standard of care, engaging in immoral conduct and committing sexual assault or battery. News based site WSOCTV of Charlotte, North Carolina, USA, posted an article on July 1, 2005, stating that Dr. John Hall pleaded guilty to seven counts of injecting semen into his patients' mouths and choosing to go to jail, rather than spend years on probation.
The website SFGATE contained another article published on July 28, 2004, stating patients’ claims of malpractice against the same dentist. That publication sites that “Former employees of a dentist claim the man made female patients unwittingly swallow his semen during visits to his office. Six former patients say he tricked them into swallowing his semen and a seventh claims he jumped on top of her in the dental chair and ‘began to gyrate against her lower body in a sexual manner.’”
That report went on to say that the state’s dental board suspended Hall's license on November 5, after police began investigating allegations by two former employees. In February, it conditionally restored his license, barring him from being alone with female patients. Hall's lawyers say the dentist has been falsely accused by disgruntled former employees. The San Pedro Police Department is investigating the issues behind Dr. Hall’s issuance of a Social Security Card and Work Permit under the name John Roberts Hall on the same date while his temporary registration was granted under the name Robert Bob Hall. ASP Jemmott told Ambergris Today that he is very surprised why no proper background check were made before any legal documents were issued to Mr. Hall who did not deny to him the incidents of his arrest in the United States.

Ministry of Health shuts down Oceanside Dental Clinic on opening day
The Ministry of Health (MOH) was contacted by The Sun on Monday, November 30th in an effort to understand how Dr. Hall was licensed in Belize, as his license to practice in the United States of America was revoked by the North Carolina State Board due to criminal charges brought against him back in 2005. According to Director of Licensing and Accreditation at the MOH, Englebert Emmanuel, the MOH had no knowledge of such a dentist opening a practice in San Pedro but did confirm that Dr. Hall had received a license from the Belize Medical Council Board.
In a follow up call to the MOH on Friday, December 4th, Mr. Emmanuel told The Sun that they [MOH] were still investigating the matter but so far they hadn’t found anything wrong. Apparently Dr. Hall’s applications to be licensed from the Dental Council were legitimate and he came with good recommendations. Mr. Emmanuel indicated that they were trying to get in contact with Dr. Hall and conduct a thorough interview with him. According to Mr. Emmanuel this would be done later next week. Emmanuel also stated that they were in the process of contacting the USA Dental Board of North Carolina to find out the logistics on Dr. Hall’s incident and verify if the allegations were true and confirm that this was the same person before making any decisions. Mr. Emmanuel went on say that the MOH will not give out any statement at that time, and should The Sun run an article pertaining to the situation it would not be endorsed by them. Emmanuel warned The Sun to wait on the story until they come could come up with a conclusion, stating that if not accurate it would be damaging the integrity of both Dr. Hall, the MOH and the Belize Dental Council.
On Monday morning the 7th, concerned that the dentist in question would be free to examine patients in San Pedro, The San Pedro Sun editor Tamara Sniffin visited the police station in an effort to prevent the dental clinic from opening, and met with Deputy of the Coastal Executive Unit, Assistant Superintended, Henry Jemmott. This was the first the San Pedro Police learned of the situation and dialogue between the MOH and the San Pedro Police promptly began.
Since his licenses issued by the Belize Medical Council Board had been revoked, Dr. Hall cannot practice dentistry in Belize. MOH is also investigating as to how the Council issued the license under a wrong name in the first place. On Tuesday, December 8th charges were laid against Dr. Hall by the San Pedro Police for the crime of “False Representation” under the Dentist Act Chapter 316 Section 14. “It was thanks to the diligence of The San Pedro Sun that this matter was brought to our attention that we were able to stop the opening of the clinic and ultimately charge Dr. Hall for his wrong doings. He was charged for providing false representation to the Belize Medical Council Board,” said Jemmott.

Dirty Dentist Slipped Right Past Medical Council
Tonight San Pedro Police are preparing to charge an American man for making a false representation under the dental act. John Robert Hall - a dentist who was convicted in the US, and sent to jail for injecting semen into at least seven of his patient's mouths - seems to have effortlessly manipulated the Medical Council of Belize and gotten a license to work as a dentist, using just a nickname. He did all this despite the well reported 2004 offence - all anyone had to do to find out about it was Google search his name and the quite revolting story would come up. And so, that's likely why Hall didn't use his proper name. And, it seems the council didn't even ask him to present an ID! He got his medical license under an assumed name: Robert Bob Hall - even though all his id's show his name as John Robert Hall. And those ID's include a Belizean work permit and a social security card - which were given both under his legal name.
And so with a duly signed medical license, causally given to him under his nickname, Robert Bob Hall, he was set to open up his Ocean Side dental clinic on San Pedro yesterday morning. And, all would have proceeded as normal were it not for the San Pedro Sun. The paper reports that residents reached out to them with the news that the new dentist in town had been convicted in Charlotte, North Carolina.
The Sun's investigation confirmed the report - Hall, had in fact pleaded guilty to 7 counts of injecting bodily fluids into his patients while they were sitting in his dentist's' chair. He spent 4 months in jail and his license to practice in the States was revoked.
The Sun contacted the Ministry of Health - which, by the paper's account - did little more than the usual foot dragging - and so on opening day the editor of the Sun Tamara Sniffin went directly to island police to ask them to intervene and stop the clinic from opening. Deputy of the Coastal Executive Unit, Assistant Superintendent, Henry Jemmott went directly to the clinic, asked Hall for his documents, and that led to the shutdown. Incredibly, the Council and the Ministry of Health were not aware in the discrepancy of names between what was on his license and the name on his identification documents.
Hall has been in police custody since then - and late this evening we confirmed that he ahs been charged.
Notably he came to Belize from Costa Rica - and was granted his license on June 22, 2015, five days before he arrived in the country on the 27th.
