The "approved" architects here are very possessive of their trade. Even though I did architect level drawings for my house I had to have an licensed architect approve them. In San Pedro there are only seven. No one would do this. Finally a fairly new guy re-drew my plans and changed my floor plan radically.
BTW - I designed and built a house I California. All I had to do was have a structural engineer scratch out a few specs and I drew them to scale. He was very impressed with my level of work. NOT so here.
I spent my first full year living here in town and every night sat with a shop owner who educated me on local plants.
For 7 years in my condo I continued my education by succeeding and failing in the gardens. I now have a pretty good understanding of how and what to grow here. My yard is beautiful but took a beating n the hurricane. The rule of thumb here; if it hasn't rained we water. All my garden water comes from a well and the house water from cisterns.
Most Belizeans know how to grow things and don't like a gringa to try to tell them anything.
Good luck to you. Come down and stay awhile. A woman I know gave away and sold everything to leave the USA. After one year here she couldn't take it and went back pretty broke. We are special.
