wife and I will be moving to san pedro full time in dec wondering if locals get any discounts on diving and fishing trips

Most dive shops and ours also offer a discount to locals and residents. Don't want to burst you bubble but you will reside here and have a residency status the term 'Local' we use for the San Pedranios :-).
I'm a citizen and have been here for decades but if you want to get a laugh from a San Pedranio let them hear me say I'm a Local.

A good way to get discounts on tours is to go out of your way to bring business to a particular shop you like (friends and family etc. that are visiting). If there's a guide you think is very good, help them and their business out by bringing / steering people there and using their services yourself. The places that give me discounts are the places I've become friends with. No one gives me a discount just for living here.

Hummmm Residents and Citizens are offered and receive numerous discounts merely for being one. Bridge pass is a good example, don't you live North of the bridge? I've saved hundreds of US dollars
not having to pay the park fees. Property Taxes used to have that criteria, I think Stamp Duty still does. I'm sure if you think long and hard you could come up with a big list.
We offer residents a discount because Tourist prices are tuff if your not on a vacation.

Well, I live on CC and we don't have a bridge. Yet. And you're right, on Caulker taxis are cheaper and in a few places coffee is half price or I get 10% off a restaurant meal. But I read this to be about discounts on tours and tours are for tourists, generally. I don't expect a tour company who doesn't know me to give me a free or discounted dive or snorkel trip even if I show up with proof-of-address or if someone introduces me as a resident. I do get free and discounted trips if I bring in business and / or become friends with guides and in once case because my husband built someone's website.
