I'm explaining the theory here, not taking sides:

If you flood the country with cheap imports (free donations) then the materials that have already been brought into the country by locals, who did have to pay the tax, does not move. It just sits there and their businesses get no business.

There are different sides to each question, always. Its important to look around and see what might be causing the idea, its not totally random and unreasonable.

If your house blew away, and you had a hardware store next door and it was still ok, wouldn't you want to rebuild your life in your own trade?

Marty, you gave a totally politically correct answer, but let me help you with this, since this is a subject I know a little about.

The question is really one of priorities. If the priority is local economic development, then the duties make sense, at least in the eyes of the local officials. If bringing immediate emergency assistance to Belize is the priority, then the duties are absurd. Those of us outside the country need a clear message from GOB about what the priorities are. If GOB sees Keith as an opportunity to benefit local merchants, just tell us and we'll quit busting our ass to solicit supplies. On the other hand, if help is really needed, GOB needs to clear away the roadblocks and let us help. They can't have it both ways. I can guarantee you that I won't sent a single carton of supplies to Belize that requires a duty to be paid.
