What?
I've never had a single item--not one--taken from my luggage, locked or unlocked. And you expect me to believe that EVERY SINGLE TIME you go through MIA you have something stolen?
After the standard TSA search, I'm always allowed to hand the locks to them and they put them back on; even at MIA. The ONLY exception to that was in Albuquerque, New Mexico once where they had no visible TSA agents and told me "they were in the back" and I'd have to remove the locks and check my luggage. I refused to remove them with the understanding that the mysterious TSA agents "in the back" might cut the locks off to inpect my bags. I took my chances and my locks came back intact, with nothing missing from my bags.
I think that, if I always (or even ever) had anything of value stolen from my bags, I'd at least file claims, write letters and, most certainly, use another airline. What was the result of that process?
We do, you know, have a choice when we fly.
