On arrival, Col. Barrow began immediately to put the settlement in a proper state of defence. The first thing he did was to ask the public meeting to declare Martial Law. As soon as this was done he began his program of training the local force made up of settlers and trusted slaves. The building of four forts. Fort Dundas at the end of Southern Foreshore and Fort Barrow at the North end of Belize Town (where the hospital was on Eve Street). All able bodied men, settlers and slave had to report for military training.
