THE PRELIMINARY AGENDA DRAFT FOR THE WTP FEDERATION OF INDEPENDENTS CONFERENCE ON FEB. 26th in BELIZE CITY

WTP MANIFESTO ITEMS

Some items that the WTP Federation of Independent Candidates will process when they sweep the National Elections.

WTP Federation of Independents MANIFESTO DEBATES:
      To be held in the Legislature in an open forum, including opposition UDP and PUP.

1)Cabinet to be set by law, with only seven Cabinet Members. These members to be elected separately, one from each district and one from Belmopan. No Cabinet member can also be a member of the Senate, or the Legislature.

2)The Constitution to be amended to make the Senate an elected body. The subject of geographic representation to balance the population representation of the Legislature, will be two persons per district as elected Senators, or versus elected Senators based on proportional representation.

3)Debate on how to restructure the national government services with local government services, to enable Belize to perform as a self reliant nation within our limited borrowing capability defined by laws.

4)A law to prohibit double-dipping; prohibiting the same persons serving as Senators, Cabinet Members and elected Legislative representatives. To kill conflict of interest and ethical violations.

5)Debate the establishment of an elected seven person District Commission to distribute national revenue disbursements in each district through lower level governments.

6)Re-district through the Elections and Boundaries Commission, the electoral divisions needed to fairly represent the voters of the nation of Belize.

7)Expand the Referendum Act to include public petitions. In which local governments would respond to a petition signed by 5% of the local voters and national referendums would respond to 2% of signatures of national voters.

8)Delete the PUP Musa law that forbids party members from crossing the aisle.

9)Set by law, mandatory borrowing limitations on the Government of Belize. e.g: Maximum of 9% of GDP or 20% of averages of five year annual revenues. If a freeze is forced by law on the GOB for borrowing, that freeze will hold until the national debt dips below 5% of GDP, or 12% of the five year annual revenue average.

10)Abolish the post of Governor General in the Belize Constitution. As an ineffectual and wasteful anachronistic tradition piece of pageantry without any underlying purpose to protect the people of the nation of Belize against predatory mafia political gangs. The Queen's Representative failed as a check and balance to halt the theft of three seats from Cayo by the PUP, to give to the PM Musa's cronies in the party in Belize City. If the Governor General is nothing but a rubber stamp UK representative, then assign him as an Embassy for the UK.

11)Introduce a lawful formula for the sale of electricity by competitive private companies and individuals, through net metering, or other formulas with a guaranteed wholesale purchase price when electricity is sold to the National Grid.

12)Introduce laws governing rate schedules and provision for competitive telecommunications companies to use the same telephone land lines and transmission towers.

13)Introduce a law to give owners of land, subsurface mineral rights.

14)Decriminalize marijuana and the growing of hemp for commercial purposes.

15)Debate the establishment of a National Government Bankruptcy Act, which will declare the GOB is in mandatory bankruptcy if the national debt exceeds 15% of GDP, or 30% of five year annual government revenues. Penalties will be; that creditors must be offered twenty cents on the dollar through a Government Bond at 1.5%, or have the debt canceled within 60 days.

16) Debate a law using Proportional Representation for political parties in national elections to form a government.
