A Judicial order grounding Mexico's Aviacsa airlines, a carrier that has regularly scheduled service to Chetumal, has been conditionally rescinded. Long-time Mexican regional carrier Air California was similarly but permanently grounded also on charges of irregular maintenance. Slots at MEX are some of the most valuable assets of smaller carriers, and Air California's were quickly divvied up between low-cost start-ups. Seeing as how Aviacsa planes are FAA certified to serve the USA, the ruling by an obscure judge in a remote jurisdiction, would seem suspect.
