I could be missing something really obvious, but is there a reason why some of the Caribbean islands choose to bury sargassum in the beach sand as opposed to using it as potential compost, especially since most of these islands are either primarily coral or volcanic, either needing some nutritive input.....?

Seems like a no-brainer to me.

It appears to me that Belize (wisely) composts theirs.
