The U.S. tax laws for foreigners doing business from aboard by using certain U.S. corporations and using personal U.S. banking for business outside of the U.S. helps foreigners living abroad to evade taxes in their own country because if they set things up correctly using U.S. tax laws, they will not have to pay taxes in the U.S. and the secrecy the U.S. provides helps them evade taxes in their own country. I do not know if they are intentionally doing this but laws are usually written intentionally and not haphazardly.
