Weekend Crime Crisis Triggers Special Sunday Cabinet Meeting
The weekend, Belize City reeled into panic after a spree of gun violence so lawless - that it forced Cabinet to meet in an emergency session on Sunday. Coming out of that meeting, there were major changes in the security apparatus, and the Ministry in charge of the security forces. The press was given the lowdown at an unusual Sunday evening Prime Ministerial Press conference. Jules Vasquez was there: Rt. Hon. Dean Barrow, Prime Minister "Let me begin by expressing government's shock and anger and rage at what has happened." Jules Vasquez reporting: What happened was a 26 hour span that saw 5 murders on the Southside. On Sunday the Prime Minister called in his Cabinet and the heads of the security force for emergency meetings: Rt. Hon. Dean Barrow, Prime Minister: "There is a need to do something now!"

Two Women Killed In Retaliation
So we begin our crime coverage with the cold blooded double murder which really triggered the panic and forced the emergency cabinet session. An elderly woman and a 17 year old girl were murdered on Tibruce Street on Saturday night, while 2 others were also shot. 64 year old Theresita Flowers was cooking in her kitchen when two gunmen strode into the yard, guns blazing. Courtney Weatehrburne tells us all about this double murder.

Police Confirm Motive For Murder Is Retaliation
And yesterday at the Prime Minister's Sunday press conference, Commissioner Allen Whylie said that the gunmen who escaped by boat also fired at police. Here is his statement where he confirms that it was retaliation for Bernadine Louriano's murder. Head of CIB Alejandro Cowo also updated us on this case. Allen Whylie, Commissioner of Police: "Some time after 7PM, police were called to Tibruce Street where they found two females who had been shot and killed. The third female was also discovered at the hospital, a minor with a gunshot injury to the hand. The investigation that has been launched - we are seeking - we have one person in custody who we are certain can assist us with our investigation and we are seeking two others."

Gibbs Was Marked For Death, But Why?
The weekend's murder marathon started off with the homicide of 30 year old Victor Gibbs. Gibbs was driving his grey Ford Escape on West Canal Street when a gunman approached and fired at him. Gibbs was hit to his left ear, shoulder, and both cheeks. Now, police agree that it has all indications of a targeted attack - but why? After all, Gibb was not known to be in any gang. But he has been in the news before for causing a death. Sahar Vasquez has the story:

Jealousy Led Killer To Shoot Denroy
And so, while all the murders that caused a public alarm this weekend were vendetta's or gang based, the next one we'll tell you about was likely motivated by jealousy. On Saturday night at around 8:00, 31-year-old Denroy Alvarez was outside of his girlfriend's house at the corner of Nargusta and Hondo Streets, when a gunman walked up and shot him to death. Now, Alvarez was a working man - but police believe his new girlfriend's ex was jealous to the point of murder. Sahar Vasquez has more.

Kendis Killed, Family Says Cops Had A Hand In It
Whenever a gang boss is killed in the city, the public fear of something close to a civil war breaking out is very real. And this weekend - there was some sense of that when Ghost Town under-boss Kendis Flowers was murdered. Now' he's not the boss, but he's considered second in command of a major city gang, so when Flowers was fatally shot to the head early Saturday morning on Mahogany Street, it put police and the public on high alert to brace for widespread retaliation. But the narrative on this one is not clear: his family has one version of events while police have another. Courtney Weatherburne has more.

Police Say They Have Statements To Dispell Police Involvement
And while the Commissioner of police already defended the police's position that the cops had no hand in the killing of Kendis Flowers, we also got an account from the senior officer on the scene, ASP Alejandro Cowo. He says that police have statements and surveillance video to demonstrate that they had no hand in the killing: ASP Alejandro Cowo: "Based on the investigation. I am 100% sure that there was no police involvement in the death of Kendis Flowers. They can confirm this by the several statements from the persons who were along with him at the time of the shooting."

Honduran Cabbie Killed In OW, Uncle Says Jealousy Again
And the weekend's sixth and final murder happened last night in the Orange Walk District. 25 year-old Elmer Alexi Palma Arzu, a Honduran taxi driver, was found dead on the Chan Pine Ridge Road at around 9:00. Police discovered his body inside his taxi - with a shot to the head. Palma Arzu moved to Belize only 2 months ago, to start his own taxi business. Today, Police told us more: ASP Alejandro Cowo: "Some time after 9pm, Orange Walk police visited Chan Pine Ridge road where they observed a while Geo Prizm car with license plate D-0130 parked on the left hand side of the road, facing a north to south direction when traveling from Orange Walk to Chan Pine Ridge road. Upon inspecting the vehicle at the back seat they observed the motionless body of a male person who was identify as Elmer Alex Palma, 27 years old Honduran national or 8 San Martin, Orange Walk District."

Roof Situation Critical At KHMH
The KHMH is in a critical condition. And those aren't our words! That's how the hospital described itself in a candid and slightly alarming press release today. As we've reported, the hospital has been having problems with its roof. Well, a full structural review has been done and the news is not good. The Hospital says, quote, "we know that there are multiple key areas of the hospital that we can no longer utilize until permanent solutions are in place." Reinforcements have been put in place to prop up beams supporting the roof, but the unsafe areas covers half the hospital - and vital areas have had to be shut down. These are the Operating Theatre, the Central Sterilization Unit, the Imaging Department, the Specialist Clinics, the Pharmacy and Dietary Services.

Civic Manager Signs On
3 months ago, we took you inside the Belize Civic Center to show you just what the contractors had built for just under 33 million dollars. Even though the facility was completed, the Ministry of Sports was not prepared to open it for public use because they wanted to find a management company to take over its day to day operations. The logic was that the Government wanted to protect this very expensive facility so that it could be handed over to the private company in pristine condition. It took a lot of careful consideration, but the Government and Belize Infrastructure Limited have decided that from all those companies who put in a bid to run the Civic, the US company, Apex International LLC is the best fit.

A Gate Fell On Child, The Court Found Negligence
Just over 2 years ago, we told you about the very sad case involving Brenae Timmons. She's 5 years-old today, but back when she was 3, the iron gate at the Samuel Haynes Institute fell on top of her. As we reported, her father, Bernard Timmons, who works as a librarian at the library inside the compound was on the job. His wife and 3 year-old Brenae had gone there to meet him, because they were supposed to go home together. Brenae was playing with another little girl when they gate fell on her. Her father immediately rushed to her aid, and lifted it off her. Her skull had been crushed.

Saturday Shooting In City
So far tonight we've told you about 6 murders, but there were also two non-fatal shootings in the city. The first happened on Saturday evening around 5:00 on Gibnut Street. Police told us more:... ASP Alejandro Cowo: "On Saturday, the 17th of March 2018 after 5pm, upon the information received of someone being shot at Gibnut Street. Police proceeded to the location where they observed a Brian Welch with a gunshot injury to his right upper chest. As a result, police transported him to the Karl Huesner Memorial Hospital where he is still admitted in a stable condition."

Cross Creek Rivalry Gets Security Guard Shot
And in a shooting that was gang related, shots were fired yesterday morning on South Creek - adjoining Supal Street. It's a cross creek rivalry between two gangs - and it has claimed lives before. This time the victim was 34 year old Security Guard, Robert Strekler. Police had more details:.. ASP Alejandro Cowo: "On Sunday the 18th of March 2018 just after 9 in the morning, police responded to shots fired on South Creek, Belize City. Upon arrival at that location, they were informed that the victim had been transported to the hospital. Upon making a check at the hospital, they observed Mr. Robert Strekler, a Belizean security guard of 3168 Supal Street."

Do We Really Need More Boots On the Ground
So, at the top of the newscast you heard all about the new matrix to curb crime in the city's gang hotspots: first, the BDF is back on the streets; second, there's a newly reappointed Minister of National Security with a newly reconstituted ministry, and third, certain areas will be declared emergency areas - meaning they'll be put into something like a state of emergency. Those areas haven't been determined yet, But what really will more boot son the ground do? We've heard that so many times and the crime problem just keeps getting worse. We challenged the Prime Minister on it yesterday:..

DCP Chester: Mixing "Mano Duro" With Some "Suave"
And - as you heard - the man at the helm of all operations is newly promoted Deputy Commissioner Chester Williams. He's in charge of operations and is the now effectively second in command of the department. We asked him what his approach will be: Jules Vasquez, reporter: "What I hear today is what we would call "mani duro," emergency areas which will suspend your liberties under the constitution in some of the poorest neighborhoods in the country. But I know you are known for "mano suave" the soft hand. What will be your efforts to mediate?" Chester Williams, Deputy Commissioner of Police: "I am sure that you will agree with me that it was not just a "mano duro" approached as I discussed. The Prime Minister made it emphatically clear that he also believes that the police do need to strike a balance in terms of their enforcement." "

Chester Says Counseling Is Needed on Southside
And after getting out the killers and trouble makers, Williams says the children in these communities will need counseling:... Chester Williams, Deputy Commissioner of Police: "There are so many children who are out of school that needs to be in school. So I want to see how we can collaborate with them to see how we can get those kids back in school and well as to provide counseling for children who have become victims of gun violence, either directly or indirectly. Directly, in the sense that they themselves has been shot or indirectly, in the sense that someone close to them has been shot."

Time To Change Up The ACT
And more than just hate and anger, there are a whole lot of police out there on the streets. Many officers - actually entire units - have been re-assigned to the city for Operation ACT which started in late October. Deputy Williams is now in charge of that Operation and he says it has to be re-assessed:... Chester Williams, Deputy Commissioner of Police: "We also need to look at our operational effectiveness. In the sense that to what extent are we maximizing on our resources be it both human and vehicular resources, to be able to cover those areas that we need to cover on a daily basis that are classified as known hotspots. So we need to look at how we can retool, or to use a proper term, to reevaluate how effective is the ACT operation and to see where we need to strengthen it, then we must do so."

What If Chester Had Never Been Removed From the Southside?
And now that Williams has gone from the quite lowly Professional Standards Branch to the number two spot - and government is counting on him to still the raging waters of urban violence in the city - we had to ask: what if? What if he had never been transferred out of the city last June? Would lives have been saved?. We asked the Prime Minister who gave the order: Jules Vasquez, reporter: "Perhaps all of this could have been avoided. I don't know who gave the order for the transfer of Mr. Williams from the Southside, if it's the gentleman to your far right, or first from your left Mr. Elrington or Mr. Whylie, but certainly you could have jumped in as you are now and said man the Southside is a fragile place, let us leave well enough alone. What that in hindsight now a rather critical error?"

PM Says Press Too Cynical
"We are where we are" - and according to the Prime Minister, where the press is, is a very cynical place: Rt. Hon. Dean Barrow, Prime Minister: "Don't let that cynicism however healthy it may be to use your term, take away from the fact that we are positing a response to the calamitous situation that has befallen us. My God man, my God, cynicism can only get you so far. Nobody is asking the media to join in any sing along, in any kind of chorus, but for goodness sake at least recognize that we are all in this together and don't appear to be so happy, to be so ecstatic at what you seem to consider to be the likelihood that our efforts will fail. How does that help you?"

Chester Says The Avocado Affair Was Mishandled
On Friday we showed you the chaos at the Michael Finnegan Market when the Special Patrol Unit pounced on an avocado vendor. They roughed him up - all because they believed that he was selling contraband avocado's. Now, indeed, the San Victor Villager may have been, but there's no way to know for sure that his avocado's were contraband - and even if they were, there was no need to rough him up like that. That's what the outgoing commander of the Professional Standards Branch told us yesterday:... Chester Williams, Deputy Commissioner of Police: "I did saw the video and I was disturbed by it. Whether or not the avocados were contraband, is not something I think the police were in a position to say. And for them to have done what they did in terms of taking the avocado - and eventually I saw them in a drain, destroyed - I think it was rather unprofessional.

Man Drowns In Dangriga
A man's body was found in the North Riverside River, Dangriga this morning. On Saturday afternoon, 45 year old Brian Valerio attempted to swim across the river and at the mid-point he went under and did not resurface. A search party consisting of divers from the Fisheries Department, the Belize Coast Guard and members of the community conducted dive searches in the immediate area of the river but didn't find anything until this morning at 7:00. Police found his body on Why- Not Island next to the river.

More Guat Gold Panners In Chiquibul
The Friends For Conservation and Development say that they caught 3 Guatemalans panning for gold inside the Chiquibul. On Saturday, at around 3:30 p.m., a joint law enforcement team, which included FCD rangers and BDF soldiers, were out on patrol in the Ceibo Chico area in Southern Chiquibul. That's when they spotted 3 men panning for gold in the river, some 6.5 kilometers inside the Chiquibul National Park. As soon as the lawmen came close enough, one of the men spotted them and ran away. The enforcement team were able to detain 2 of the men, who were later identified as 24 year-old Isais Tux Makin and 16 year-old Elio Tux Makin, both of Monte Los Olivos, Peten, Guatemala.

PSE Day One - What The Kids Are Saying

After the long day of test taking was done we made asked some of the students on how it all went. Day two of the PSE will take place on May 4th.

Fantasy Five Winner Is Happy, But On A Low Profile
A San Ignacio man is 345 thousand dollars richer after getting very lucky and winning the Fantasy 5. No, it wasn't any lucky group of numbers that he picked…He simply went to a shop in Belmopan, bought a quick pick, and hoped for the best. On Saturday's Fantasy 5 lottery draw, those numbers, 24, 20, 13, 5, and 2 played, and now, he's got to figure out how he'll spend all those winnings. Asking to appear off camera, he told us about his stroke of great fortune:

ASP Cowo Makes Heartfelt Plea For Peace
ASP Alejandro Cowo is on the news twice weekly for the police press briefing. But, today was slightly different. He opened up - not by reading form the police report - but with a heartfelt plea for peace. Cowo worked long hours this weekend responding to murder, after murder, and shooting after shooting. He told us that the community has to come together:..

Chester Wants Special Investigation For Outrageous Crimes
And one of the first things Cowo will have to do under his new boss Deputy Compol Chester Williams is form a special investigative team to look into the murder of Bernadine Lauriano - who was killed because gunmen couldn't find her son. He told us more:…

Man Shoots Three In PG, Thinking He Saw A Raccoon
A man and two minors were shot in Punta Gorda, because a farmer thought he saw a raccoon. It happened last night in the New Road of Punta Gorda, when Santo Cucul, 57 years, was going to his corn field and saw a pair of eyes in the bushes alongside the creek which he thought was a raccoon. He fired his 16 gauge shotgun and, instead, hit 44 year old Raphael Choj Sr, 12 year old Raphael Choj Jr, and 14 year old Ernesto Choj. All three person were transported to the PG Hospital were Raphael Jr and Ernesto was treated and released while Raphael Sr is admitted for observation.

Big Pistol Found In City
This evening in the Northside of the city - police found a high power pistol. At around 4:45, police searched an abandoned lot in Belama Phase 4 and round a .357 revolver with five rounds of ammunition under a tyre. No one was in the area, so the items were labelled as found property.

Belize creates one of Central America's largest biological corridors
Belize is set to establish one of the biggest biological corridors in Central America, connecting two nature reserves that are home to jaguars and pumas, among other wildlife. The Belize northeastern biological corridor, approved by the government on Feb. 13, will span some 110 square kilometers (42 square miles) of forest, according to a press release from the Corozal Sustainable Future Initiative (CSFI), a conservation NGO in Belize. It aims to provide safe passage for species such as jaguars (Panthera onca), pumas (Puma concolor) and Baird's tapir (Tapirus bairdii) to move freely between the coastal dry forests of the Shipstern Nature Reserve and the tropical forests of the Freshwater Creek Forest Reserve. "This corridor is highly important," Heron Moreno, executive director of the CSFI, told Mongabay. "It will not only guarantee the long term survival of wildlife within the area but it will also contribute to the strengthening of the Belize Protected Areas System. Most importantly, it will serve to highlight the importance of Government, NGO and private partnership in conservation initiatives."
