When I was fresh out of college, I worked for a coastal engineer (Spencer Rogers) with the NC Sea Grant Program who specialized in hurricane resistant construction.
I remember him strongly recommending strong ties in the rafters for added hurricane resistance.
You may want to contact him regarding your current or future home construction.
For those of you that don't know, Sea Grant is a federally and state funded program in the U.S. and has an office in every state that is bordered by water, fresh or salt. I know there are several coastal engineers, but can't remember which states have them.
