People in this area have been using marijuana and other plants as meds for thousands of years. Called emperical knowledge, passed down from generation to generation: arthritis, asthema, scorpian stings, nausea, loss of appetite and other ailments.
Govt attitude? It's illegal. How do individuals in govt feel about marijuana? Like everywhere else, some inbibe and some don't. Very few think personal use should be a crime. But no one wants the crime that goes along with dealing in any kind of contraband. If there's big money involved, guns can't be far behind.
US attitude has lots to do with our policy here. But take a look at Plan Columbia and see how the US $/military have wreaked havoc there. And talk the to missionares just shot down over Peru. It's a loosing battle the DEA is fighting. But the US is very serious about the drug certification thing and aid hinges on their perception of our efforts to cooperate with them.
When things change up there,they'll change down here.

wow laurie. i got blasted for stating these decriminalization issues some time back. zeke kept calling me his "favorite liberal". the US could make a bundle taxing it like liquor & cigarettes.
